According to the judgment documents of the Guannan County People's Court in Jiangsu Province, the court's first review showed that from March 2014 to January 2015, Xu Yun had an improper sexual relationship with Sun X, then director of the Nangang Police Station of the Guanyun County Public Security Bureau, and then falsely claimed that the mother knew that she wanted to ask Sun X for explanations, pregnancy compensation, breakup compensation, etc., and demanded 1 million yuan from Sun X three times.
From May to August 2014, Xu Yun had an improper sexual relationship with Zhu Mouyi, then director of the Shizhuang Police Station in Guanyun County, and demanded 100,000 yuan from Zhu Mouyi on the grounds that his family wanted to make trouble with Zhu Mouyi after pregnancy.
From June to August 2016, Xu Yun had an improper relationship with Kou, then deputy director of the Guanyun County Public Security Bureau, and demanded 200,000 yuan from Kou on the grounds that his mother wanted to make trouble with Kou after pregnancy.
From June to July 2016, Xu Yun had an improper sexual relationship with Chen Moujia, chairman of the trade union of Guanyun County Maternal and Child Health Hospital, and demanded 108,000 yuan from Chen Moujia.
From September to December 2016, Xu Yun had an improper sexual relationship with Guan Moujia, then the principal of the Sisam Town Center Primary School in Guanyun County, and demanded 450,000 yuan from Guan Moujia.
From May to June 2017, Xu Yun had an improper sexual relationship with Lan Mouyi, then vice president of the Qiangou Health Center in Guanyun County, and later demanded 150,000 yuan from Lan Mouyi on the grounds that he told Lan Mouyi's wife about the relationship between the two and went to Lan Mouyi's office to make trouble.
Beiqing-Beijing headline reporter noted that Xu Yun, who was born in 1994, extorted 100,000 yuan after having relations with public officials, and the most was Liu Mouyi, who paid a total of 1.28 million yuan. From March 2016 to May 2016, Xu Yun had an improper sexual relationship with Liu Mouyi, then director of the Lunan Police Station of the Haizhou Branch of the Lianyungang Municipal Public Security Bureau, and after asking for 200,000 yuan on the grounds that his mother knew that she was pregnant and wanted to make trouble in Liu Mouyi's unit, the two sides no longer contacted; from March 2018 to April 2019, Xu Yun again had an improper sexual relationship with Liu Mouyi, then deputy director of the Haizhou Branch of the Lianyungang Municipal Public Security Bureau, and later paid a down payment, pregnancy abortion compensation, and breakup compensation for the purchase of a house. A total of 1.08 million yuan was requested from Liu Mouyi.
The court held that Xu Yun used threats or blackmail methods for the purpose of illegal possession to extort 3.726 million yuan of property from 9 people, an amount of which was particularly huge and constituted the crime of extortion. After Xu Yun's return to the case, if he truthfully confesses his crime, he may be given a lenient punishment in accordance with law; if he admits the facts of the alleged crime, is willing to accept punishment, and withdraws some of the illegal gains, he may be given a lenient treatment in accordance with law. In addition, Xu Yun also has a plea of guilt and punishment.

This coincides with the information in the judgment of "Xu Yun" above. Xu Yun extorted the most money from Liu Mouyi, and it is still unknown whether she was arrested for blackmailing Liu Mouyi.
According to media reports, Liu Mouyi's arrest stemmed from a whistleblower letter, and on May 1, 2019, the Letter and Petition Office of the Discipline Inspection Commission of Lianyungang City, Jiangsu Province, received a report letter. It is said that Liu Mouyi has repeatedly accepted benefit fees from a number of management objects, connived at his family to open casinos, and there are problems such as style. The website of the Central Commission for Discipline Inspection and the State Supervision Commission once reported on Liu Mouyi's case under the title of "Rare Investigation of Places That Give Money, And Do Not Give Money to Focus on Investigation" and the "Unspoken Rules" of the Deputy Director of the Public Security Bureau." According to reports, in November 2017, a foot therapy shop in the jurisdiction of the Lunan police station where Liu Mouyi was located was inspected by other police stations across jurisdictions, and it was found that there was a yellow-related problem in the store. Because of the "good relationship" with Liu Mouyi, the boss Yin Mou called Liu for help at the first time after an accident in the store. On May 13, 2019, Liu Mouyi was confined for seven days, during which he confessed to accepting a total of 31,000 yuan in property from others. On May 19, 2019, the Lianyungang Municipal Supervision Commission designated liu mouyi's suspected illegal duties to the jurisdiction of the Guannan County Supervision Commission, and after study by the Standing Committee of the Guannan County Discipline Inspection Commission and the county supervision commission meeting, decided to file a case against Liu Mouyi for suspected bribery and reported to the Municipal Supervision Commission for approval to take lien measures against him. During the liuzhi investigation, Liu Mouyi confessed to other suspected bribery and job-related crimes that the Supervision Commission had not yet grasped, and the case was solved.
According to the prosecution's allegations, Liu Mouyi accepted bribes of more than 740,000 yuan during his tenure as director of the police station and deputy director of the Public Security Sub-Bureau, and after accepting bribes, he facilitated prostitution and illegal and disorderly behaviors such as bathing centers and entertainment clubs for bribe-givers in his jurisdiction. The court found Liu Mouyi guilty of accepting bribes and sentenced him to two years and six months in prison and a fine of 200,000 yuan.
