China's network technology on September 21 (reporter Li Yiran) this year's CCTV 3.15 evening party exposed the phenomenon of online vocational training institutions to refund fees, unveiled the tip of the iceberg of vocational examination training chaos. A few days ago, Jushi Network, which focuses on teacher qualification certificate training, has also been subjected to a large number of complaints, including: false publicity (live class change recording), poor course quality, induced consumption (upgrading VIP courses), difficulty in refunding fees, etc. The above complaints alone have more than 2,000 complaints on a third-party complaint platform.

It is worth noting that on the "Manjisi Education" that is wholly owned by Jushi.com and focuses on the training of Mandarin qualification examinations, there have been complaints from students with almost exactly the same problem, and the number of complaints is as high as more than 2500.
According to the Beijing News, there have also been a number of trainees who broke the news that Man and Si, Jushi Network and Zaixin Education three training institutions, claiming to be able to provide "test-free certification" services - students can obtain Mandarin proficiency certificates without exams, but after students sign up for payment, not only did not get the relevant certificates, the relevant fees were not refunded, and many students were also blocked by teachers.
For the "false publicity", "secondary charges", "refund difficulties" and other student complaints raised by China Net Technology, Jushi Network said in the reply email: "Our company attaches great importance to it, and has set up a special investigation team to carry out in-depth investigation and verification, and found that the problems described are not the whole picture. Within a certain period of time of the product service, the user has the opportunity to choose to refund the fee. The company also said that when dealing with user feedback, it will provide a variety of rational solutions based on the problem.
However, in addition to the above-mentioned general overview reply, jushi's reply did not make a positive and specific explanation of the solution to the above problems, but only said that in the future, the company will strengthen the handling of service feedback, improve the user's sense of experience for products and services, and unite the government, industry agencies, and the public to solve the problem of industry refund difficulties.
According to Tianyan, Beijing Jushiwang Education Technology Co., Ltd. is a nationally operated teacher qualification certificate training enterprise, and Li Xianglong is the major shareholder holding 68% of the shares, and also serves as the legal representative. Beijing Jushiwang Education Technology Co., Ltd. is a wholly-owned company that includes Wuhan Manjisi Education Technology Co., Ltd. and Beijing Jieyou Education Technology Co., Ltd. Earlier, Li Xianglong had also founded "Education in the Heart" (Xinyi In Heart (Beijing) Technology Co., Ltd.), but now the actual controller of the company has become Wang Tao.
Public information shows that the main business of the above companies revolves around the field of vocational training, but the focus is different. Among them, Jushi Network focuses on teacher qualification training, Manjisi Education focuses on teacher Mandarin qualification training, Jieyou Education focuses on tour guide certificate and nutritionist training, and in-heart education is self-examination training.
Students complain about false propaganda on the jushi network to induce "upgrading VIP"
According to a student of Jushi Network, she signed up for the "Teacher Qualification Certificate Training Basic Class Course" for 399 yuan on August 26 this year, and when she registered, she publicized that there were two ways to record and broadcast, but in fact, all of them were recorded. And when the money is paid, the service teacher no longer cares about the students' learning, and sends "upgrade information" to the students every day, asking the students to upgrade to a VIP class of more than 3,000 yuan, and saying that "no upgrade can not pass the exam."
China Network Technology reporter saw that there are a large number of similar examples on the third-party complaint platform, and a large number of students complain that "the teachers of these institutions are scammers, just thinking about how to let students buy VIP courses"; "The teacher classroom APP is recording classes, and it is impossible to interact with the lecturers to ask questions." Some students joked that the whole process was independent learning, summarizing the key points by themselves, and did not know which year of course it was recorded and broadcast, and did not reply to the information much when consulting the teacher. In the upgraded VIP class skills promoted by the teacher of Jushi Network, you can often see the message to ensure that you get the certificate.
In the upgraded VIP class words promoted by the teacher of jushi network, it is often seen to ensure that the certificate information is obtained
According to a student, on July 29 this year, when he signed up for the "Chinese Language and Literature Major and Primary School Qualification Certificate Training", the sales teacher promised to "guarantee the pass rate" and "refund if you don't learn". The sales staff also said that the existing "1980 yuan to obtain two of the above two qualification certificates at the same time", but the number of places is limited, but after the trainees have paid the money, they are told that "1980 yuan is not guaranteed to pass, (guaranteed to pass) need to pay another 3960 yuan to upgrade to the VIP class." However, in the VIP class, the student found that the teacher's teaching was not serious at all, and even Mandarin was not standard.
"I think most people want to take the academic qualifications should be similar to me, that is, I want to give myself a future development, by the way to improve themselves, the result into the false propaganda of the gathering of teachers network, not only the purpose has not been achieved, the choice of refund can not be refunded." The above-mentioned students are worried that this tuition fee is beyond their ability to pay, and those who have been induced by the sales staff to use Huabei to pay are not affecting the credit report.
This kind of "guaranteed" commitment is suspected of violating Article 24 of the Advertising Law of the People's Republic of China, which states that advertisements for education and training must not contain "explicit or implicit guarantee commitments to further education, pass examinations, obtain degrees or certificates of qualification, or to the effects of education or training; The name or image of the beneficiary is recommended or certified. ”
It is worth noting that after the students have signed up for the basic class. The staff of Jushi Network constantly sends messages to students to upgrade the VIP class, intimidating the students that it is difficult to study in the basic class, and in the VIP class, they can ensure that they can get a graduation certificate. However, when some students were upgraded to the "Jushi Network VIP Class" under pressure and inducement, they also found that the quality of the course was "not on the right board", and they wasted valuable time while losing money.
One of them, Ms. Wu, reflected that she really couldn't stand the constant harassment of the sales teacher and proposed to withdraw the class and refund the fee. The course service teacher Zhao posted a screenshot of the agreement in the dialogue, emphasizing that there can be no refund. The screenshot shows that "the products and services of this course take effect immediately after the signing of the "Jushi Network Service Agreement" signed between you and the platform, and for some content that you have enjoyed, including but not limited to textbook handouts, course videos, etc., the refund is not supported for the time being, please understand and support the majority of students." ”

The secondary fee of manjis examination fee has been subject to a large number of complaints
A student of "Manjisi", a wholly-owned subsidiary of Jushi.com, complained that on September 9, 2020, he signed up for the Mandarin Second Class ii training class for Manjisi's teacher qualification for 799 yuan, when the sales staff promised that "(tuition) included the application fee" and would arrange the examination registration on behalf of the candidate, so the student and two other friends signed up together. However, after paying the fee, Man and Si have not arranged the examination time, and the relevant staff has pushed and pushed, and even prevaricated on the grounds of job handover. During the negotiations, the trainees hoped to return the relevant money, but the MANJIsi staff "had a bad attitude and refused to refund", and the customer service telephone number provided to the trainees was still empty.
China Net Technology found that the above-mentioned student complaints are not individual cases, and among the more than 2,500 complaints against "Manjisi" on a third-party complaint platform, there are a large number of complaints about "the promised tuition fee includes the application fee" and "the secondary fee for the application fee".
If a student registers for the Mandarin test, Manjisi promised to register successfully in July, but the result was still not reported in September, and the student called the customer service phone number to apply for a refund, but it has not been able to connect. Some students also said that Manjisi released the "Mandarin Teacher Qualification Report and Online Course News", but did not give registration after charging, (application) needs to be charged twice. The above-mentioned students said that Manjisi promised to register for the Mandarin qualification examination on his behalf, but in the end, the students paid for the report themselves, and the Content of the Mandarin Training was not good at all, "it is completely a company that cheats money."
In-heart education and Manjisi education have been included in the list of abnormal businesses
China Net Technology found that Li Xianglong, the major shareholder of Jushi.com, was certified as "Chairman and CEO of Beijing Jushiwang Education Technology Co., Ltd." on social media platforms, and the data note was born in 1993.
According to Tianyan, Li Xianglong's founding in 2015, Xinxin Education, was listed as an abnormal operation list by the Haidian Branch of the Beijing Municipal Bureau of Industry and Commerce on July 20, 2018, because it could not be contacted through the registered residence or business premises. The company was also fined 100,000 yuan by the Beijing Administration for Industry and Commerce in June 2018 for violating the Advertising Law, and the reason for the case was "publishing an education and training advertisement that explicitly or implicitly involves relevant examination institutions or their staff and examination proposition personnel in education and training content".
It is worth noting that Xinxin Education was also sued by the trainees in court for the "education and training contract dispute case", and was finally ruled by the Dongcheng District People's Court of Beijing to refund the tuition fees of the trainees.
At the same time, Tianyan's investigation also showed that Manjisi Education, which is wholly owned by Jushi.com, was also listed in the list of abnormal operations on July 8, 2019, because it did not publish the annual report in accordance with the time limit stipulated in Article 8 of the Interim Regulations on the Publicity of Enterprise Information.
