Le'an County, located in the south of Jiangxi Province, is a typical labor export county, with more than 70,000 migrant workers and 11,000 left-behind children out of the county's 388,000 people.

At the beginning of the establishment of the studio, through in-depth investigation and investigation, a research report on the cases involving minors in the county in the past three years was written, and the annual work theme focusing on "preventing sexual assault" was established.

In order to prevent and control student bullying and campus sexual assault, the studio set up a "Liu Ying Sister Law Popularization Team", equipped with 11 vice presidents of the rule of law, and established a normal working mechanism for the rule of law to enter the campus to tour the campus, so that students and teachers can learn the law, know the law, abide by the law, and stop the campus infringement in the bud.

At the same time, for young children, the studio carefully compiled the "anti-sexual assault exercises" that are easy to learn, easy to understand, and combine singing and dancing, which are widely promoted in kindergartens and primary schools in the county to improve students' awareness of self-protection; for middle and senior students, organize and carry out the "Code of Law Protection, Help Teenagers Grow Strong" network knowledge contests and "prevent sexual assault" and "school bullying" and other themes; with the theme of preventing minors from being violated and the "No. 1 Procuratorial Recommendation" and "Mandatory Report" as materials, record the "Sunshine Rule of Law Classroom" and pass the "Cloud Classroom" The model organizes primary and secondary school students throughout the county to watch; establishes a campus liaison officer system, and sets up 261 campus liaison officers in the county, responsible for the development of rule of law classes, the promotion of sexual assault prevention, the issuance of listening cards, and the issuance of the "No. 1 Procuratorial Suggestion" brochure, so as to achieve full coverage of 70,714 students in 181 schools in the county.

Procuratorial recommendations promote the implementation of mandatory reporting systems

Persist in treating both the symptoms and the root causes, give full play to the rigid role of "procuratorial recommendations", and promote the implementation of the mandatory reporting system. The data shows that in 2020, in response to the frequent occurrence of sexual abuse of minors in the county, the case-handling team issued procuratorial suggestions to relevant units, and the problems such as inadequate management of students between classes, inadequate registration of hotel identity information, and inadequate implementation of the compulsory reporting system in hospitals were effectively solved, exploring a new way for procuratorial organs to participate in social governance, and pointing out the direction for filling shortcomings, plugging loopholes, and strengthening and weak items.

Not only that, in January this year, the Le'an County People's Procuratorate, the County Public Security Bureau, the County Education and Sports Bureau, the County Health Commission and other departments jointly issued the "Opinions on Establishing a Mandatory Reporting System for Cases of Violations against Minors", which clarified 9 types of situations that should be reported, so as to achieve early detection, early stop, and early punishment. At the same time, a symposium on the theme of "implementing the mandatory reporting system" was held, and a letter of commitment was signed with the leaders of le'an County People's Hospital, county traditional Chinese medicine hospital, county maternal and child health hospital and relevant department heads, as well as 45 hotel owners in Le'an County.

The law preaching covers 176 administrative villages in the county

Since May 6 this year, the studio has recruited a volunteer team of 103 Ganpo Red Ladies among the county's women's directors, youth league cadres and young teachers, and since May 6 this year, it has carried out more than 200 lectures on "The Party is in My Heart, Inheriting the Good Family Style" and "Jiangxi Provincial Family Education Promotion Regulations" and child protection lectures in 176 village committees in the county, by listing a variety of common typical cases of minors being vulnerable to abuse, and explaining the detailed family guardianship duties in the newly revised "Law on the Protection of Minors" supplementing and improving the regulations. The number of participants reached more than 120,000 people, and the full coverage of 176 administrative villages in 16 townships was achieved.

In order to make the masses understand, listen, and be willing to listen, the studio combines the New Era Civilization Practice Center (station, institute) and platforms such as "Sending Drama to the Countryside" to deeply integrate the "No. 1 Procuratorial Suggestion" and relevant legal knowledge into programs such as sketches, poetry recitations, tea picking plays, and prize-winning knowledge quizzes, and arranges works such as "No. 1 Procuratorial Suggestion" and "Suggestions" to promote the deep integration of family style culture publicity and legal propaganda.

Care for children to grow up and leave a good childhood. Through psychological intervention for minor victims, assessment of their guardians, and full protection and rescue of the traumatized hearts of minor victims. At present, the studio has provided professional psychological assistance to more than 160 minors and helped and educated more than 60 minors involved in the case.
