The circular requires that, in accordance with the basic principles of "planning guidance and step-by-step advancement; equal emphasis on construction and management, treatment of both symptoms and root causes; people-oriented and adapting to local conditions", strengthen the planning and design of the overall style, important nodes, streets, alleys and areas; solve the outstanding problems such as dirty and chaotic environment, lagging behind functional facilities, and lack of characteristics; coordinate production, life, and ecological needs, and guide the orderly construction and development of small towns according to local conditions.
In order to carry out the construction of beautiful and livable demonstration townships in depth, the circular clarifies the key tasks of "one deepening and three upgrading":
●Deepen the comprehensive improvement of the environment
1. Rectify environmental sanitation
Comprehensively rectify the environmental sanitation of key public spaces such as main and secondary roads, streets and alleys, town-village junctions, park squares, stations and docks, school perimeters and public toilets. Focusing on areas such as front and back of houses, old residential areas, and bazaars, we will comprehensively rectify the phenomenon of random piling and littering.
Orderly promote the classification of domestic garbage, and gradually improve the facilities and equipment for the classification, collection, transportation and disposal of domestic garbage. Strengthen the cleaning of public waters, and promote the cleaning of garbage retained in water areas and the daily removal of floating garbage.
2. Strengthen sewage treatment
Strengthen the investigation and rectification of old pipe networks and the construction of household pipes, improve the supporting drainage and sewage pipe networks in the field town, implement the transformation of rain and sewage diversion according to local conditions, promote the operation and maintenance of domestic sewage "plant network integration", strengthen the operation and maintenance management of sewage treatment plants (facilities), and implement the technical transformation and standard transformation of sewage treatment plants.
3. Rectify the order of the town
Standardize the spatial order of shops along the streets, increase the intensity of investigation and punishment of illegal occupation of roads in non-designated areas, strengthen the management of municipal facilities and garden green spaces, and severely crack down on illegal encroachment and damage to municipal facilities, cutting down and transplanting trees and other illegal acts.
Curb the phenomenon of indiscriminate hanging, indiscriminate posting, indiscriminate portrayal, and indiscriminate graffiti, and clean up outdoor advertisements and signboards that are illegally set up on important nodes and along both sides of streets and roads in accordance with laws and regulations, affecting appearance and safety. Deepen the governance of illegal buildings, severely crack down on all kinds of new illegal construction, and gradually eliminate the stock of illegal buildings.

4. Improve transportation and municipal facilities
Through the main roads, open broken roads, repair broken roads, harden small streets and alleys, build parking lots, and increase parking spaces.
Improve street lights, signal lights, signs, pavement paving and barrier-free access facilities according to local conditions, standardize isolation facilities such as guardrails, and ensure that street lights are scientifically and reasonably turned on and off, and the lighting quality meets the standards.
Coordinate the laying of municipal pipelines such as drainage, sewage, power supply, gas, communications, and fire protection, and implement the transformation of pipe networks into the ground step by step. Promote the upgrading of water supply facilities and promote the integrated development of urban and rural water supply.
5. Improve basic public services
Coordinate the layout of public service facilities, and build and improve public service facilities such as farmers' markets, bus terminals (points), cultural service centers, comprehensive citizen squares, health centers, and homes for the elderly (welfare homes).
Encourage the overall construction of comprehensive service facilities integrating public services, commerce, leisure, etc.
Promote the transformation of aging, create safer and more comfortable activity places for the elderly in rural areas, and improve the home environment and quality of life of the elderly.
6. Improve convenient services
Build and improve a comprehensive convenience service center that integrates functions such as centralized office windows and comprehensive management of social security, so that the masses can "only enter one door and run at most once" in handling affairs.
Strengthen the construction of production service facilities such as agricultural technology services, agricultural machinery maintenance, agricultural material trading, logistics services, and postal express delivery.

7. Promote the purification, greening and beautification culture
Carry out comprehensive improvement of public waters such as rivers and ditches, and promote the purification of rivers.
Actively plant trees to create greenery, see the seams and insert greenery, rationally arrange public activity spaces such as parks and small squares, pay attention to the use of traditional elements such as ancient trees, ancient wells, and historical buildings, and fully display the culture of the town.
Use wasteland, abandoned land, corner land, etc. to carry out the construction of small amusement parks and pocket parks to meet the needs of residents for recreation and fitness.
8. Shape the neighborhood landscape
Adopt micro-transformation and micro-renewal methods, strengthen the project design of the main blocks, important lots and key nodes of the town, strengthen the rectification and utilization of old streets, alleys, old factories and old yards, orderly promote the renovation and transformation of old communities, show strong folk customs and regional characteristics, and actively build beautiful neighborhoods and livable communities.
9. Rectify the façade of the street
Strengthen the design and control of facades along the street, promote the moderate transformation of important roads in the town, optimize the setting of signage, outdoor signs, air-conditioning outdoor units, anti-theft windows, etc. along the street, and standardize outdoor signboard settings, banner hanging, laundry drying and other behaviors. Rectify the line poles along the street, clean up the "cobwebs in the air", and keep the façade along the street clean and beautiful.

●Comprehensively improve the management level
10. Establish a long-term management mechanism
Focusing on township appearance, environmental sanitation, and urban order, we will promote a socialized and professional management model, explore the establishment of management systems such as the "grid + street chief system" for field and town management, the daily law enforcement joint defense patrol system, and strengthen environmental maintenance management and residential community property management services.
Establish a long-term cleaning mechanism, increase the cleaning and cleaning efforts of key areas and personnel concentrations, and achieve garbage Nissan Nissin.
Encourage qualified townships and towns to build management service platforms such as field town management, law enforcement, and lighting, and promote the intelligent construction of field town management services.
11. Carry out joint creation
