In view of the new situation and new requirements faced by traffic hit-and-run cases, Liu Haixiang has repeatedly held a group leadership study and judgment meeting, explored and summed up the eight-character work method of "diligence, speed, detail, breadth, accuracy, fierceness, strength, and hardness", and worked hard to create a "one-break-one-one- and one-break" project for traffic hit-and-run cases.
At about 22:00 on July 19, 2021, the Qixian Traffic Police Brigade received an order from 110 that a white car had escaped after crashing into an electric bicycle and injuring someone at the west of the intersection of Taihang Avenue and Yongda Road in the county town. Liu Haixiang immediately led the police of the accident squadron to quickly dispatch the police, carefully investigate the scene, and carry out the investigation of the case. After questioning the relevant people, it was learned that at 21:55 that night, Jia and his friends rode electric bicycles home separately, and when they drove from east to west along the Taihang Avenue of the county town to near the Yongda intersection, a car from the rear hit Jia, and the accident vehicle dragged the electric vehicle to the west to escape, and then the injured were sent to the hospital for treatment.
The traffic police brigade quickly set up a special case team to carry out investigation work. Due to the heavy rain that night, there were only a few pieces of debris at the scene, and the on-site witness police did not remember the number plate, color, and model of the vehicle that caused the accident, which brought certain difficulties to the detection work. In order to solve the case as soon as possible, the police handling the case reviewed the scene, expanded the scope of investigation, investigated social monitoring, and based on the feedback information on the scene combined with video investigation and picture analysis, finally determined that the vehicle involved in the accident was a brown small car.
The police of the special case team mainly focused on video investigation, tracked along the line, braved the rain and visited the field overnight, and at 1 a.m. on July 20, a brown sign with the number plate YuFXXXX was seized in a village of the Weidu office, and the driver who caused the accident, Huang Moumou, had fled. After the police temporarily seized the vehicle, they went to the place where the suspect might be hiding to arrest and wait at the squatting point, but without success. In the morning of the same day, the police braved the rain to go to Huang X's home again, and through explaining legal policies and reasoning to Huang X's family, under the strong pressure of iron evidence and the special case team, at 13:00 p.m., Huang X, accompanied by his family, surrendered himself to the Qi County Traffic Police Brigade and confessed all the facts of hit-and-run. On July 21, Huang Moumou was administratively detained by the public security organs for driving a motor vehicle without a license and escaping after a traffic accident.
