Mu Suixin was born in Shaanxi in October 1943 to old Red Army parents.

Zhou Wei, then deputy director of the Anshan Tobacco Monopoly Bureau, was a speculator bent on promotion. In order to be able to become the deputy director of the Shenyang Tobacco Monopoly Bureau, Zhou Wei found Mu Sui's new wife Jia Gui'e through connections and asked her to help.
After Jia Gui'e accepted Zhou Wei's 100,000 yuan and two large antique vases of great value, she told her husband about it.
Mu Suixin saw that his wife had received money, so he agreed to help Zhou Wei. During this period, in order to thank Mu Suixin, Zhou Wei paid bribes to Mu Suixin many times, and Mu Suixin accepted them with peace of mind.
By chance, Yang Mou, who was in the clothing business, got acquainted with Mu Suixin. Yang Mou knew that as long as he and Mu Suixin got closer, he would definitely be able to reap the benefits.
Since then, Yang has often sent money to Mu Suixin, and Mu Suixin has also taken good care of Yang.
In 1996, Yang's company had an equity dispute with another company, and Mu Suixin came out to greet the court and let Yang win the lawsuit that should not have been won.
After becoming the mayor of Shenyang, Mu Suixin assisted Yang to lease land at a low price, developed and built a golf club and a wildlife park, and listed Yang's project as a key project, requiring Tanglin District to go all out to help Yang's company acquire land and relocate.

At the beginning of 1991, when Mu Suixin, then director of the Construction Department of Liaoning Province, went to Anshan City to inspect the work, he met Ping Xiaofang, who worked in the Garden Management Office of Anshan City. In the autumn of 1996, Mu Suixin tricked Ping Xiaofang into his bed, and the two hooked up and committed adultery.
On May 8, 1999, 55-year-old Mu Suixin married 31-year-old Ping Xiaofang back home after divorcing Jia Gui'e.

The second wife became a breakthrough in the case
On February 6, 2001, the task force took "shuanggui" measures against Mu Suixin's wife, Ping Xiaofang. Ping Xiaofang had always pretended to be crazy and stupid at first, and when the case-handling staff asked her to talk, she either looked down and fiddled with the hem of her clothes, or stood up and sang and danced, trying to pass the test by pretending to be crazy and selling stupidity.
But in the face of experienced case-handling personnel, these tricks are useless.
In the face of a strong policy attack, Ping Xiaofang finally spoke. She went to Dalian with the project staff and handed over a cloth bag containing bundles of dollars, precious jewelry and designer watches to the task force. Ever since Ma Xiangdong was investigated, Mu Suixin's heart had been troubled, and he had a premonition that something might happen this time, but he didn't know what the central authorities' attitude towards him was.
In fact, while investigating Ma Xiangdong, the Central Discipline Inspection Commission has also verified his problems, and he has already inserted his wings and is unable to escape.
On March 21, 2001, Liu Liying, deputy secretary of the Central Commission for Discipline Inspection, announced to Mu Suixin the decision to file a case and investigate him, and the time came for a head-on confrontation.
Before being "ruled by the two rules", Mu Suixin had already established an offensive and defensive alliance with the relevant personnel, fantasizing about being able to pass the pass in confusion. When the comrades of the special case group asked him to explain the problem, Mu Suixin cried out that Ma Xiangdong had made a false accusation because he had taken a firm stand on the issue of investigating and handling Ma Xiangdong, and it was Ma Xiangdong who was taking revenge on himself.
His own problem is that he has not discovered Ma Xiangdong's serious corruption and negligence in employing people; as for other problems, there is no such thing.
The case-handling personnel looked at Mu Suixin's performance, and when he said enough, he threw out a "killer skill" and asked Mu Suixin to talk about his relationship with Liu Baoyin.
Mu Suixin knew that it was not good. What he didn't know was that as early as a few weeks ago, the case-handling personnel had already investigated Liu Baoyin, and Liu Baoyin had already confessed everything between them.
In 1996, 15 smuggled cars purchased from Guangzhou by Liu Baoyin, chairman of Liaoning Gaoming Group, were detained by the Liaoning Provincial Public Security Department, and Liu Baoyin found Mu Suixin through connections.
Under the magic of money, Mu Suixin helped Liu Baoyin solve this problem. Liu Baoyin has since determined that Mu Suixin is his protective umbrella and has since become Mu Suixin's "cash machine".
He sent money today, sent things tomorrow, Mu Suixin also came not to refuse, all laughed, and the two quickly became "friends".
In order to grasp Mu Suixin's psychology, Liu Baoyin let his wife deliberately approach Ping Xiaofang and often accompanied Ping Xiaofang to Hong Kong for tourism and shopping; for Mu Suixin's secretary and driver, Liu Baoyin also spared no expense, often sending money and cards, just to grasp Mu's whereabouts anytime and anywhere.

Under Liu Baoyin's huge bribes, Mu Suixin did a lot of things for Liu Baoyin that he could not do. In March 1997, a batch of Liu Baoyin's smuggled cars were again detained by the Public Security Bureau, and Mu Suixin came forward to demand that the Public Security Bureau release them, and the Public Security Bureau had to obey the order;
In 1997, Liu Baoyin's smuggled car sales were not good, and Mu Suixin instructed the municipal government to receive Liu's company and buy 6 smuggled Mercedes-Benz cars at a time.
Liu Baoyin contracted many renovation projects in Shenyang with the help of Mu Suixin, and Mu Suixin also took the initiative to greet him and help Liu Baoyin reduce relevant taxes and fees by more than 4 million yuan, causing huge economic losses to the state.
When the case-handling personnel placed Liu Baoyin's confession in front of Mu Suixin, Mu Suixin's psychological defense line collapsed, and at this moment, the case-handling personnel played a "sentiment card" in a timely manner, asking Ping Xiaofang to write a letter to Mu Suixin, persuading Mu Suixin to clarify the problem as soon as possible and strive for leniency.
Ping Xiaofang wrote in the letter: "This money did not belong to us in the first place. After handing it over to the organization, my heart was much more relaxed... You are a real man, I believe I did not choose the wrong person, I believe you can treat all this correctly, cooperate with the investigation of the organization, and I will wait for the day when you go home..."
After reading this letter, Mu Suixin did not sleep all night. Early the next morning, he took the initiative to find the case-handling personnel and thoroughly explained his problems: During his tenure as director of the Liaoning Provincial Construction Department, vice governor, and mayor of Shenyang, he accepted money and goods from 175 people totaling more than 11.02 million yuan.
The Mu Sui new case involved nearly 60 leading cadres at all levels, including 1 cadre at the provincial and ministerial levels, 23 cadres at the department and bureau levels, 22 cadres at the county and department levels, and 18 leading cadres in state-owned enterprises, of whom 17 were party and government leaders. In addition, 25 private business owners were involved, and the amount involved exceeded 300 million.
On October 10, 2001, the Dalian Intermediate People's Court sentenced Mu Suixin to death for accepting bribes and having a large amount of assets of unknown origin, with a two-year suspension of execution.
Late reflection
After the verdict, Mu Suixin was interviewed by reporters. In answering the question of what power has brought him, Mu Suixin said slowly: "Power should have brought me the opportunity to do things for the people and leave a name for history, but power has brought me political destruction and the result of being left behind for thousands of years." ”
At the end of the interview, Mu Suixin said with deep feeling: "If I am given another chance to be mayor, I will cherish every minute and every second, and I will never take bribes again." ”
Everything was too late, and Mu Suixin never had another chance. In the spring of 2002, Mu Suixin died of illness in the prison where he was serving his sentence, completing 60 years of his life.
