According to the Notice issued by the Ministry of Education in 2017 on the issuance of the "Implementation Measures for the Certification of Teacher Training Majors in Ordinary Colleges and Universities (Provisional)". The teacher training majors in colleges and universities will be certified at the third level. The roles of the second and third levels are as follows:
Teacher training graduates who have passed the second level of certification can organize interviews for primary and secondary school teacher qualification examinations by colleges and universities themselves. In accordance with the opinions and requirements of the Ministry of Education on strengthening the educational practice of teacher training students, the college or university shall establish an education internship file bag for teacher training graduates with internship plans, internship teaching plans, class evaluation records, internship summaries and assessments as the main content, and organize the identification of the education and teaching practice ability of teacher training graduates through strict procedures, and regard them as qualified for the interview.
Teacher training graduates who have passed the third level of certification can organize written examinations and interviews for the primary and secondary school teacher qualification examination by colleges and universities themselves. In accordance with the relevant requirements of the state, the college or university offers general education courses, subject professional courses (kindergarten sub-field education basic courses) and teacher education courses, etc., and teacher training graduates take the prescribed courses in accordance with the school's teacher training professional training program and pass the results and meet the graduation requirements, and are regarded as written tests. In accordance with the opinions and requirements of the Ministry of Education on strengthening the educational practice of teacher training students, the college or university establishes a file bag for the education and internship of teacher training students with internship plans, internship teaching plans, class evaluation records, internship summaries and assessments as the main content, and organizes the identification of the education and teaching practice ability of teacher training graduates through strict procedures, and is regarded as qualified for the interview.
More generally speaking, teacher training graduates who have passed the second level of certification do not have to participate in the interview organized by the state when obtaining the teacher qualification certificate, the school is eligible for group interview, and the student can pass the school interview. Teacher training graduates who have passed the three-level certification major can organize the written examination and interview of the teacher qualification examination on their own, and students only need to participate in the written examination and interview organized by the university to get the graduation certificate.
At present, the Ministry of Education has published two batches of professional lists for teacher training professional certification in ordinary colleges and universities in 2019 and 2020, respectively, and I will analyze these two lists below.
First, the third level of certification
According to the two published lists, there are 6 institutions, and each institution has passed the third level certification for one major. For students of these colleges and universities, only by obtaining the published majors, the school can organize the examination and interview on its own, and for students of other majors, they also need to participate in the written examination and interview organized by the state, and after passing, they can obtain a graduation certificate.
Second, the number of second-level certifications obtained by the school
Through the above table, it can be seen that Yancheng Normal College has 14 majors, and Northeast Normal University, Hebei Normal University and Nanjing Normal University have 9 majors each.
Third, statistics are carried out according to specialization
Through the above table, it can be seen that 30 institutions in primary education have obtained second-level certification, and 26 institutions in Chinese language and literature and mathematics and applied mathematics have obtained second-level certification.
In short, through the above analysis, we can get that for students who intend to engage in the teaching profession, it is easier to obtain a teacher qualification certificate when applying for the second and third level teacher training majors that have passed the national certification.
