"Although pipeline natural gas has become increasingly popular, residential buildings, supper stalls and some restaurants in the old city are still 'big gas users', and the safety of bottled gas use is closely related to the safety of people's lives and property." According to the procurator of the People's Procuratorate of Kaifu District of Changsha City, last year the court intervened in a case of illegal operation of the gas supply station, and after review, it was found that the gas chemical company's Xinhe Supply Station in Kaifu District had privately poured and filled gas. In this regard, the Kaifu District Urban Management Comprehensive Law Enforcement Brigade ordered the company to immediately stop the illegal acts and fined 5,000 yuan.
In order to eliminate potential safety hazards and eliminate the "time bomb" distributed in various communities, the Kaifu District Procuratorate and the District Chengguan Law Enforcement Brigade formed a joint inspection team to supervise the bottled gas supply station of the gas chemical company. After many investigations, the public interest litigation prosecutor found that some bottled gas supply stations have certain safety hazards, such as not wearing anti-static clothing to engage in bottled gas handling work, and transporting motorcycles without installing fireproof and anti-collision equipment.
The entire surveillance operation lasted three months, and despite some success, prosecutors felt that it was not "in place" yet. "This supervision action is aimed at more than 30 bottled gas supply stations in the jurisdiction, which is related to the safety of the lives and properties of thousands of households in the jurisdiction, and the effect cannot be decided by ourselves, and a hearing should be held to be evaluated by the masses."
Today, the Kaifu District Procuratorate held a public hearing on the case of illegal operation of the gas supply station, and invited representatives of the district people's congress deputies, the district political commissar, the people's supervisor, the district urban management law enforcement brigade, the district emergency office, and the district fire brigade to participate. Yang Zan, secretary of the party leading group and chief procurator of the academy, presided over the meeting.

At the scene of the hearing, the procurator introduced the basic case situation and facts to the people present, showed relevant evidence, and believed that there were loopholes in the administrative management of the supply station of the gas chemical company's Kaifu District, and there were still places that could be improved in daily supervision.
After discussion, the auditors believed that the hearing was related to the safety of the lives and property of the people in the jurisdiction, and it was held in a very timely and necessary manner, ordered the gas chemical company to improve effective emergency management measures and safety measures as soon as possible, required the company's personnel to convey the opinions of the hearing to the management and employees, and put forward opinions and suggestions on social governance aspects such as the later development of safety and rule of law education.
The representative of the responsible enterprise said that he would take the public hearing of the public interest litigation as an opportunity to further implement the supervision responsibility, increase the rectification and reform efforts, and effectively protect the safety of the people. The District Chengguan Law Enforcement Brigade said that at present, all gas supply stations in the district have been inspected for law enforcement, and will actively cooperate with the procuratorial organs to effectively perform the legal duties of heat and gas law enforcement.
Yang Zan said that the procuratorial organs to hold a hearing is only one way, the purpose is to solve the problem, involving the safety hazards of gas supply and use must be from a long-term perspective, in order to protect the "bottle" safety. Next, the Kaifu District Procuratorate will work with the District Urban Management Bureau, the Emergency Response Office, and the Fire Brigade to take further inspections of the bottled gas supply stations in the jurisdiction, and require rectification of the supply stations that still do not meet the safety standards.
