Continue to optimize the business environment, focus on solving the "six difficulties" problem of market players, and send policy publicity and interpretation, tracking and support services, and policy implementation to the door. 219,900 cadres across the state participated in policy publicity and interpretation 64,600 times, and served 468,600 market entities. The State Market Supervision Bureau organized party members and cadres to preach policies 1617 times in 4468 market entities, helped solve 1110 problems, and cashed in 313 policies. Chuxiong City has fully implemented the "one-window" and "audit-in-one" services for starting a business, and the time for enterprise start-up has been compressed to 0.5 working days. Lufeng City has implemented convenient measures such as "cloud audit, tolerance for defects, and non-contact" to shorten the time for enterprises to apply for export tax rebates. Nanhua County has solved the problem of difficulty in online registration of the masses in electronic registration. Wuding County carried out the "six batches" activities to optimize the business environment, helping various market entities to solve more than 3,600 difficult problems; combined with the actual conditions of various market entities, established a policy cashing account, strengthened the implementation measures, and ensured that the policies and regulations issued by the state and provinces and states were implemented in detail and saw practical results. All levels and departments of the state have helped to cash in 46,400 preferential policies to support the resumption of work and production, 23,000 policies and measures to benefit enterprises and stabilize enterprises, 8,248 policies to encourage and support the development of market entities, 31,200 policies to optimize the business environment, 26,200 other policies, and 257,300 households to serve market entities, involving 12.015 billion yuan. Yao'an County carried out a special action to support the activation of enterprises, and timely cashed in the enterprise development incentive fund of 5.3002 million yuan. The State Taxation Bureau, together with the State Banking and Insurance Regulatory Bureau and 17 financial institutions, helped enterprises solve financing problems, granted 581 credit customers through "Silver Tax Interaction", and issued 547 loans, with a year-on-year increase of 364.34% in loan amount.
Continue to deepen the "first-line in-depth investigation of problems, first-line research on problems, first-line solutions" of the front-line work method, party members and cadres at all levels throughout the state have moved their offices to the front line of key work such as project construction, investment promotion, and rural revitalization, solved problems and promoted development on the front line, and helped the people and various market entities to solve practical problems with heart and soul. Since 2021, all levels and departments at all levels across the state have visited 786,900 people in 20 categories of key objects. Combined with the propaganda activities for the 100th anniversary of the founding of the CPC, the vivid practice of publicizing and displaying the "Forty Thousand and Three Advances" activity in an all-round, multi-channel, multi-level and multi-angle manner has created a strong public opinion atmosphere for the activities to go deep and solid. The State Joint Office held 2 publicity work forums, conducted in-depth research among 27 state-level departments, issued 4 circulars, 12 monthly reports, 50 weekly reports, 78 "Work Reminders", and disclosed 8 batches of 280 activity results. In 2021, the state-level mainstream media published a total of 3151 publicity articles on the activities, and more than 50 experiences and practices such as "Chuxiong Prefecture Innovated and Carried Out the 'Forty-Three Advances' Activity and Did a Good Job of Mass Work with Heart and Strength" were widely reported in the media such as the People's Network, Xinhua Net, and Yunnan Net, and the response was strong.
