Qingliang Community located in Qingsheng Village, Maoyang Street, is a rural centralized resettlement community, since residents moved in in 2010, has experienced nearly 10 years of unmanned management stage, is a typical "three no community" without property management, no competent unit, no anti-material defense, weeds, vehicles parked randomly, the owner of the contradiction intensified and other issues are prominent.
How to solve the problems that have plagued everyone for many years? The breakthrough may be in the transformation of thinking. The Party Committee of Qingsheng Village focused on the lack of community governance entities and the lagging infrastructure facilities, and through changing ideas, gathering consensus, building organizations, excellent services, co-governance, and participation, etc., using community guarantee funds as the lever to stimulate residents' awareness of co-governance and realize small funds to leverage large governance.
In 2019, Qingliang Community began to implement a set of self-management system of fees, each household according to the head of the household registration book, each resident paid 55 yuan per year, a total of 18535 yuan, used to pay for the labor expenses of the community sanitation personnel. In addition, the remaining part of the funds can also be used for the maintenance of community street lights, seats, sewer dredging and community street lights, and the remuneration of two maintenance managers.
"We all pay voluntarily, who doesn't want the neighborhood they live in to be clean and tidy?" And it is not expensive to pay 55 yuan per person, and it costs a small amount of money to do big things," Zhang Jianqun, a resident of the community, told Sister Peng. In addition to solving environmental health problems, the public facilities in the community also need to be improved. In accordance with the principle of co-construction, co-governance and sharing, the party committee of Qingsheng Village took out 10,000 yuan from the community incentive guarantee fund, and other gaps were filled by 350,000 yuan raised by residents, and finally, this money built 83 standard parking spaces, installed access control systems, seats, street lamps, etc., and also rebuilt a small square, installed fitness equipment, implanted 24 cultural stones, and implanted the culture of filial piety and respect for the elderly in all corners of the community, and the whole community looked new.

Chen Kaiqu, secretary of the Party Committee of Guankou Community, introduced that after repeated solicitation of opinions, the community played the role of incentive funds, invested more than 500,000 yuan to transform the street surface, beautify the environment, create a micro-landscape, and leverage more than 5 million yuan of self-financing by residents to optimize and improve the environment, transform the façade of the house, and develop the industry, etc., and Huaxi Street was completely renewed.
The funds were raised smoothly and mobilized the enthusiasm of residents to participate in the construction of Huaxi Street. 65 residents along the street took the initiative to evacuate their houses, demolished walls, and gave up land, giving up a shared space area of 1,000 square meters. Luo Yongshou, a 61-year-old resident of Huaxi Street in Guankou Community, looked at the new Huaxi Street and sighed, "In the past, it was overgrown with weeds here, and it was difficult to walk. Now it's good, the road is wider, plus the landscaping, it looks neat and clean, not to mention how comfortable it is to walk on the road. This land is made out, worth it! ”
After the transformation of Huaxi Street, the original "no road" has become a 4-meter-wide scenic road, and it has become an "industrial road" and a "road to get rich", and residents have opened their doors to do business and eat tourist meals; the people's hearts are more united, everyone is more united, everyone builds and co-governs, cohesively develops the joint force, completely turns the "backyard" into a "front yard", and effectively transforms the governance effect into a practical effect of increasing income.

Since 2021, the Municipal Party Committee and the Social Governance Committee have coordinated the implementation of 173 people's livelihood projects, with a total investment of 82.5 billion yuan.
