(2) Construction process stage

(a) The main work of the construction stage is to complete the construction of earthworks, foundation works, main structure engineering, decoration projects, hydropower installation projects, outdoor road pipe networks and other municipal projects, landscape greening projects and other engineering projects, carry out construction process quality control, schedule control, change control, construction cost control, construction safety, standard chemical land management, itemization and stage acceptance management, and fully complete the construction tasks according to the required construction period.

(b) The construction documents shall be formed simultaneously with the progress of the project, and the approved sub-project commencement report, the visa acceptance of the hidden project, and the completion of the inspection and valuation data in accordance with the contract and supervision requirements.

(3) Acceptance delivery stage requirements

(1) Completion acceptance stage requirements

Completion acceptance is the last link in the project construction process, a sign of the transfer of investment results into use, and an important step to comprehensively assess construction results, test design and project quality. The project should meet the following requirements after completion acceptance and delivery for use.

(a) Meet the conditions for completion acceptance

(i) Complete all the design of the construction project and the contents agreed in the contract, achieve the decision-making objectives, planning objectives, control objectives and completion objectives of the project, and meet the completion requirements stipulated in the contract;

(ii) have complete technical files and construction management information;

(iii) have an entry test report on the main building materials, building structure fittings and equipment used in the project;

(iv) Have quality qualification documents signed by the survey, general contracting and project supervision units;

(v) There is a project warranty signed by us.

(b) Requirements for preparation for completion and acceptance:

(i) Collation of technical data: The source, category and preservation of the project completion data shall be prepared in accordance with the requirements of the "Code for the Archiving of Construction Project Documents" (GBT 50328-2014) and the "Construction Engineering Data Management Regulations" (JGJ/T 185-2009).

(ii) Preparation of completion report: We self-assess the quality level and prepare the completion report according to the relevant national technical standards

(c) Procedures and organizational requirements for completion acceptance

(ii) Self-acceptance work: After the general contracting unit completes the design drawings and all the contents agreed in the contract, it organizes and accepts the project completion self-acceptance record report and prepares the completion report.

(iii) Application for acceptance: The supervision unit verifies the completion report and evaluates the quality level of the project. The general contracting project department shall report in writing to the construction unit to apply for acceptance, and fill in the unit (sub-unit) project completion pre-acceptance report and inspection form.

(iv) Special project acceptance: The construction unit submits planning, fire protection, environmental protection, water protection, quality and technical supervision, urban construction archives, electricity, tap water, municipal, transportation, communications, gas, gardens, termites and other relevant departments to carry out special acceptance, and according to the opinions put forward by the special acceptance department, rectification is completed, and qualified certificates or permitted documents are obtained.

(v) Initial acceptance of the project: the construction unit reviews the completion report and organizes the survey, design, general contracting and supervision to formulate the acceptance plan; Listen to the work reports of each unit and the evaluation opinions of the quality supervision department on the quality of the project; Check whether the construction work is carried out according to the approved scale, and the implementation of laws, regulations and mandatory standards for engineering construction in all aspects of the project construction; Check the appearance quality of the project and the relevant information, and identify whether the quality of the project meets the quality standards required by the design; Check the handling of the remaining problems in the previous acceptance and the problems found in the operation of the unit projects that have been put into use; Determine the list of tail work and its completion deadline and responsible unit, etc.; Evaluation of major technical issues; Inspection and review of engineering archives; Propose a date for completion acceptance; and sign the acceptance inspection record;

(vi) Acceptance supervision: Before the construction unit organizes the completion and acceptance of the project, it shall notify the project quality supervision agency in advance, and submit relevant quality documents and quality assurance materials, and the project quality supervision institution shall send personnel to supervise the acceptance work; The engineering quality supervision institution shall supervise the organizational form, procedures, the implementation of the inspection and evaluation standards and the assessment results in the acceptance work. If the acceptance is not passed, the project shall not be put into use.

(vii) Completion acceptance: presided over by the construction unit, including the participation of the government engineering quality supervision department, a comprehensive evaluation of the engineering survey, design, construction, equipment installation quality and management links, etc., and the formation of the project completion acceptance opinion signed by the experience receiving personnel.

(viii) After the completion of the project, the construction unit determines the completion date and submits the project completion acceptance certificate.

(2) Project delivery stage requirements

(a) After the completion and acceptance of the acceptance, the contractor will issue a unit (sub-unit) project acceptance certificate to us. The contractor shall be responsible for the care of the issued unit project (sub-unit) that receives the certificate. The acceptance results and conclusions of the completed project shall be annexed to the application report for the completion of all projects.

(b) Transfer of archives: After the completion and acceptance of the project, a complete set of construction project files must be handed over to the competent urban construction archives management department within the specified time. At the same time, according to the contract, the corresponding project file information is submitted to the regional supervisory unit and the contract issuer where the project is located.

(c) If the contractor agrees to accept the project after acceptance, the contractor shall issue a certificate of acceptance of the project to us within the agreed period after receiving the application report for completion and acceptance. If the contractor agrees to accept the project after acceptance but puts forward the requirements for renovation and improvement, it shall be repaired within a time limit and the certificate of acceptance of the project shall be postponed. After the completion of the renovation and improvement work, after the supervisor reviews and meets the requirements, with the consent of the contractor, the project acceptance certificate will be issued to us.

(d) If the contractor does not agree to accept the project after acceptance, the supervisor shall issue instructions according to the acceptance opinion of the contractor, and we shall organize the conscientious rework or remedial treatment of the unqualified project, and bear the resulting costs. After completing the rework or remediation work of the unqualified project, we shall resubmit the completion acceptance application report and re-carry out the completion acceptance procedure.

(e) The actual completion date of the qualified project shall be subject to the date of completion acceptance and acceptance, and shall be stated in the certificate of acceptance of the project.

(4) Quality warranty stage requirements

(1) The date of acceptance stated in the certificate of receipt by the contractor is the date on which the contractor's reporting responsibility begins and the date of the defect liability period.

(2) The warranty content and duration are in accordance with the provisions of the general contracting contract and the commitments in the "Engineering Quality Warranty". During the warranty period, our unit shall fulfill the commitments stipulated in the contract.

(3) Formulate project return visit and warranty system and incorporate it into the quality management system.

(4) The acceptance at the end of the warranty period shall be organized by the contractor (or the unit of the contractor), and the general contractor, the construction subcontractor, the supervision unit and the contractor (property) shall participate. The contractor (or the unit of the contractor) issues a certificate of acceptance of the quality warranty period of the project.
