Project manager appraisal method

According to the spirit of the company's project manager assessment work requirements, combined with the relevant project management and project manager qualifications, appointments, procedures, work content, assessment, cash and other requirements of the branch, these measures are specially formulated.

1. Assessment content

The main contents of the project manager's assessment include: management level, business ability, values, others, etc., mainly including the following aspects.

1. Management level

(1) Quality management: the quality of the project meets the contract, there is no rework after one acceptance, and no quality accidents occur. The collection and collation of engineering data is timely and meets the requirements.

(2) Schedule management: the schedule plan is reasonable, the construction control meets the requirements of the contract, and the inspection and record data are complete.

(3) Expense management: The project cost reduction rate meets the requirements of the cost management goal of "Project Management Target Responsibility Letter". No "running, running, dripping, leaking" and wasteful situations.

(4) Change/contact processing: Engineering changes and contact with the owner should be recorded and archived.

(5) Project summary: After the completion of the project, the project is summarized and submitted to the branch for archiving.

(6) Risk management: There should be a clear understanding of the project, make a risk plan, and have written materials for archiving.

(7) Revenue and expenditure status: complete the recovery rate indicators of projects under construction.

(8) Three two management: "three two" management standard, in place. Complete the visa and settlement within the prescribed time. The contract duration performance rate reached 100%.

(9) Civilized construction: Civilized construction at the construction site meets the company's requirements. The temporary dormitories for employees are clean and hygienic. No public order incidents have occurred.

(10) Safety management: safe production to achieve "zero violations" and "zero accidents". No personal injury accidents occurred. Complete security checks and records.

(11) Equipment management: no mechanical safety accidents, car appearance, car appearance is clean, equipment maintenance according to regulations.

2. Assessment methods

1. Assessment time

The project manager's appraisal is carried out once a year.

2. Assessment personnel and methods

The branch is responsible for the organization, using the project manager's self-evaluation (weight 15%), the branch leader evaluation (35%), the branch assessment team evaluation (weight 35%), the company's leadership evaluation (weight 15%), scored separately, and the weighted average calculates the final score (see appendix for details).

The members of the assessment team are composed of the heads of the branch and the relevant management departments and professional departments of the company.

3. Scope of assessment

The scope of assessment is the project manager of the engineering project management officially established by the company.

4. Assessment and evaluation standards

(1) Excellent: no safety, quality and equipment accidents have occurred; project visas, settlement and timely remittance period, "three two" management, project recovery rate, civilized construction and construction units return visit satisfaction rate to meet the requirements of the letter of responsibility target, during the project to accept the company's routine inspection is punished no more than once. The annual assessment score is 85 points or more.

(2) Qualified: No safety or quality liability accidents have occurred; the company has been punished twice or more for failing to meet the standards of equipment, settlement, arrears, civilized construction and other management work. The annual assessment score is 60--85 points.

(3) Unqualified: Safety, quality (unqualified acceptance once) or equipment accidents have occurred; other management work has been punished by the company more than three times. The annual assessment score is less than 60 points.

5. Assessment and evaluation procedures

The appraisal and evaluation team is composed of branch managers and management personnel. The appraisal and evaluation of the project manager is organized at the end of each year.

(1) Before the appraisal, the project manager shall submit a "project management summary report" to the appraisal and evaluation team, the content of which shall include: a summary of safety, quality, cost, equipment, contract performance and civilized construction, as well as the completion of various technical and economic indicators and analysis data. Content should be truthful and speak with data and facts.

(2) The branch company shall make a written evaluation of the work of the project manager according to the content of the "Project Management Target Responsibility Letter", and the content should complete the project safety, quality, construction period, equipment, cost accounting, recovery of project funds, civilized construction, implementation of the company's various management systems, various data archiving, etc., and make a comprehensive, true and objective evaluation. Avoid clichés and empty words.

(3) Based on the inspection records of the project on weekdays, the appraisal team will finally make an appraisal by the appraisal and appraisal team, fill in the project manager performance appraisal and evaluation form in triplicate, and store a copy of the company's project manager performance appraisal and evaluation file. One copy for the branch and one for the project manager.

6. Rewards and punishments for the results of the project manager's assessment and evaluation

(1) The project manager who is evaluated as unqualified shall be given the punishment of canceling his qualification for half a year; the project manager who has been evaluated as unqualified for two consecutive times shall be given the punishment of canceling his qualification for one year; and the labor contract shall be terminated if the company causes major economic losses and reputational harm.

(2) The assessment results are used as the reference basis for the annual awards of the company and its branches and the future project operation and decision-making.

(3) Each branch will reward or punish the project manager according to the results of the work performance appraisal and evaluation.
