Zheng Zhijun noted that Sun Yun had made political climbing, paid bribes to Qin Guangrong, the former secretary of the Yunnan Provincial Party Committee, and helped Qin Guangrong's brother-in-law and a friend of political broker Su Hongbo to contract the project in Chuxiong.

According to reports, Sun Yun has recalled his miserable youth many times, and he once said to students at a school in Chuxiong, "I didn't drink my first sip of milk until I went to college."
According to public information, Sun Yun once worked at the Chinese Academy of Agricultural Mechanization Sciences, successively serving as deputy director of the Engineering Center, director of the Planning and Development Department, assistant to the dean, and director of the Planning and Development Department.
In October 2011, Sun Yun went to Yunnan as a doctoral service group and served as the vice governor of Chuxiong Prefecture government in Yunnan Province (until May 2015). In October 2012, Sun Yun was appointed Deputy Secretary of the Party Committee of China Fuma Machinery Group Co., Ltd.
According to the "Honest Government Outlook", some local people in Chuxiong once recalled that when Sun Yun first arrived, he was equipped with a red flag car. At that time, other state leaders mostly rode in Toyota off-road vehicles, and a cadre who came from the central government was also equipped with Toyota off-road vehicles. Sun Yun was quite critical of this, thinking that some people looked down on him.
In May 2015, Sun Yun was appointed deputy secretary of the Chuxiong Prefecture Cpc Committee in Yunnan Province.
In May 2016, Sun Yun became the secretary of the party committee and chairman of the board of directors of Yunnan Investment Holding Group Co., Ltd., and three years later, he took up the post of deputy secretary general of the Yunnan Provincial People's Government (at the level of the main office) and a member of the party group of the General Office.
In August 2020, Sun Yun was investigated. In May 2021, he was indicted.
According to the prosecution's allegations, Sun Yun abused his power while serving as secretary of the party committee and chairman of the board of directors of Yunnan Investment Holding Group Co., Ltd., violated decision-making procedures and made decisions in violation of regulations, causing serious losses to state-owned companies and causing particularly heavy losses to the interests of the state. Taking advantage of his position as secretary of the party committee and chairman of the board of directors of Yunnan Investment Holding Group Co., Ltd., he sought benefits for others and illegally accepted property from others, the amount of which was particularly huge; Bribery of persons close to State agents in order to seek improper benefits is particularly serious.
Sun Yun's shuangkai briefing pointed out that he was promoting his posts, pulling up relations, finding ways, and engaging in political speculation; his political conduct was bad, and he instructed others to engage in anonymous and malicious fabrications; he acted boldly and acted recklessly to resist inspections; he violated the rules of procedure and seriously lacked the implementation of the "triple major" system; he refused to carry out organizational and personnel arrangements, nepotism, excluded dissidents, and sought benefits for others in promoting and hiring staff and workers; privately set up "small treasuries" and used "small treasury" funds to purchase high-grade health care products; and abused his power to cause major losses to state-owned assets.
The "old superior" was found to be crazy and stupid
During his time in Chuxiong Prefecture, Sun Yun was the deputy of Hou Xinhua, a fallen official.
Hou Xinhua served as secretary of the Chuxiong Prefecture Party Committee from February 2015 to August 2017, when Sun Yun was the deputy secretary of the Chuxiong Prefecture Party Committee.
According to media reports, Hou Xinhua had asked districts and counties to cooperate with specific enterprises, but was dragged by some districts and counties. Hou Xinhua was very angry and decided to move the cadres. He proposed that a district and county chief be transferred to the state as the director. When discussing this issue, several members of the Standing Committee of the State Party Committee had reservations, but Sun Yun stood up and actively supported it.
In August 2017, Hou Xinhua was investigated.
According to the Yunnan Provincial Commission for Discipline Inspection, from the end of July to the beginning of August 2017, during the conversation between the special case team and Hou Xinhua, although he said that he was fine, he was very panicked in his heart. According to the case-handling personnel, Hou Xinhua destroyed and threw the telephone card into Dianchi Lake, took out the surveillance storage hard disk in the villa and destroyed it, and arranged for his son to buy 10 old mobile phones and 10 telephone cards, which were handed over to his family, drivers and other people to contact him and discuss the transfer of goods.
During this period, Hou Xinhua arranged for his son to transfer cash from his home, as well as watches, jade and other valuables, to a friend's home in Kunming. After the inspection of the above items, a total of more than RMB3.32 million in cash, more than US$60,000 in US dollars, more than HK$300,000 in cash, etc. In addition, there are 10 precious watches, 25 jade jewelry, and a large number of gifts such as expensive tobacco and alcohol, which are scattered and transferred to the homes of many friends and relatives.
After being investigated, Hou Xinhua and the members of the initial nuclear team softened hard bubbles, swore to gamble, pretended to be crazy and stupid, pointed at the interlocutors and scolded, and refused to explain the problem.
In addition, the China Discipline Inspection and Supervision Daily also disclosed that Hou Xinhua had been "hunted" by illegal businessmen.

In May 2016, when Sun Yun was appointed party secretary and chairman of the board of directors of the new Yunnan Investment Holding Group Co., Ltd., the former Bao Minghu had just been investigated.

In March 2019, the inspection team of the Yunnan Provincial Party Committee gave feedback on the inspection to the Party Committee of Yuntou Group. In the case of Xu Lei, the former chairman of Yunnan City Investment Group, Sun Yun was also involved.
According to Shangguan News, Xu Lei and Qin Guangrong are fellow hunan compatriots who have served as the number one of the urban investment group for more than ten years, and the amount involved is as high as tens of millions of yuan. According to people who are familiar with the internal situation, because of Xu Lei's case, dozens of wealthy businessmen in the financial and construction fields in Kunming were called to inquire about the situation. These wealthy businessmen also had business dealings with the Yuntou Group, and some of those who paid bribes to Xu Lei also paid bribes to Sun Yun.
In May 2019, Qin Guangrong, former secretary of the Yunnan Provincial Party Committee, voluntarily surrendered. The following month, Sun Yun was transferred to the post of Deputy Secretary-General of the Yunnan Provincial People's Government.
A person who knows the inside story once told the "Honest Government Lookout" that in the process of investigating and handling Qin Guangrong, Su Hongbo and other related cases, he grasped the clues related to Sun Yun's political attachment, bribery to Qin Guangrong, and helping Qin Guangrong's brother-in-law and Su Hongbo's friend to contract projects in Chuxiong.
Su Hongbo, male, Han ethnicity, once worked at the training center of the Yunnan Provincial Planning Commission and is a political broker. After Qin Guangrong became the secretary of the provincial party committee, he was both jealous and fearful of Su Hongbo and flattered him; when selecting cadres, Qin Guangrong took the initiative to say to Su Hongbo: "Do you have any suitable people to recommend over?" and "When you want to change the term, you just have to say what cadres you have."
A person in the Yunnan officialdom once told the media, "Sun Yun took the bribe money and then paid the bribe upwards." You gave all your salary to Qin Guangrong, and it was not enough to plug people's teeth. ”
