The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, and the ministries and commissions and agencies directly under the State Council:

In accordance with the relevant decision-making and deployment of the Party Central Committee and the State Council, in order to fully grasp the situation of soil resources on the mainland, the State Council has decided to carry out the third national soil census from 2022. The relevant matters are hereby notified as follows:

1. General requirements for the census

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Party and the 19th Plenary Session, carry forward the spirit of the great founding of the Party, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, promote high-quality development, follow the principles of comprehensiveness, scientificity and professionalism, connect existing achievements, and comprehensively identify and clarify the types and distribution of soils, the current situation and changing trends of soil resources on the mainland in accordance with the requirements of "unified leadership, departmental coordination, hierarchical responsibility, and participation of all parties", Truly and accurately grasp basic data such as soil quality, traits and utilization status, improve the level of soil resource protection and utilization, lay a solid foundation for keeping the red line of cultivated land, optimizing the layout of agricultural production, and ensuring national food security, and provide strong support for accelerating agricultural and rural modernization, comprehensively promoting rural revitalization, and promoting the construction of ecological civilization.

2. Census objects and contents

The census targets are agricultural land such as arable land, garden land, forest land, grassland and soil of some unused land throughout the country. Among them, woodland and grassland focus on land related to food production, and unused land focuses on land related to reclaimable arable land resources, such as saline-alkali land.

The content of the census is soil characteristics, types, site conditions, utilization status, etc. Among them, the trait census includes the collection of soil surface samples in the field, the analysis and testing of physical and chemical and biological trait indicators, etc.; the type census includes cross-sectional excavation observation and sampling test of the main soil types; the survey of standing conditions includes topography, landform, hydrogeology, etc.; and the census of utilization conditions includes infrastructure conditions and vegetation types.

III. Census Schedule

In 2022, complete the preparation of work plans, the formulation of technical regulations, the construction of work platforms, the planning and layout of field sampling points, the pilot of census, carry out training and publicity, and start and complete the national saline-alkali land census.

From 2023 to 2024, organize multi-level technical training guidance, complete field survey sampling and internal industry testing, and carry out the construction of soil census databases and sample libraries, forming phased results. Field survey sampling is due to the end of November 2024.

In the first half of 2025, complete the collation and data review of the census results, and summarize the basic data of the third national soil census; in the second half of the year, complete the acceptance, exchange and summary of the census results, build a soil census database and sample library, and form a national arable land quality report and a national soil utilization suitability evaluation report.

4. Census organization and implementation

Soil census is an important survey of national conditions and national strength, involving a wide range, many participating departments, heavy work tasks, and high technical requirements. In order to strengthen organizational leadership, the State Council's Third National Soil Census Leading Group (hereinafter referred to as the Leading Group) was established to be responsible for the research and decision-making of major issues in the implementation of the census organization. The office of the leading group is located in the Ministry of Agriculture and Rural Affairs and is responsible for the specific organization and coordination of the census work. The member units of the leading group should perform their respective duties, assume their own responsibilities, work together, and cooperate closely to strengthen technical guidance, information sharing, quality control, funding and material support, and other work. Provincial people's governments are the main body responsible for soil census work in their respective regions, and they should strengthen organizational leadership, systematic planning, and overall planning to ensure high-quality completion of census tasks. Local people's governments at all levels should establish corresponding census leading groups and their offices to be responsible for organizing and implementing census work in their respective areas. Each province (autonomous region or municipality directly under the Central Government) shall, in accordance with the unified requirements and in combination with the actual conditions of the region, prepare an implementation plan and report it to the Office of the Leading Group for the record.

V. Guarantee of Census Funds

The funds for this soil census shall be shared by the central and local finances according to the work tasks undertaken. The central government is responsible for the formulation of national technical regulations, the construction of platform systems, the production of work basemaps, the planning and layout of sampling points, etc.; responsible for technical training at the national level, expert guidance services, random inspection and verification of internal test results, data analysis and results summary. Local governments are responsible for field survey sampling, internal industry testing and testing, technical training, expert guidance services, data analysis and results summary in the region. Local people's governments at all levels should, in accordance with the work schedule, include funds in the corresponding annual budgets to guarantee them, and strengthen supervision and auditing. All localities may, in accordance with regulations, coordinate existing funding channels to support work related to soil censuses.

VI. Requirements for Census Work

All localities should strengthen the technical guidance of experts, the allocation of professional and technical personnel, and the training of census teams to ensure the specialization, standardization, and standardization of soil census. It is necessary to strengthen quality control, establish a quality management system for census work and a traceability mechanism for census data quality, and consolidate responsibilities at all levels. Census organs at all levels and their staff must submit census data in strict accordance with requirements to ensure that the data are true, accurate and complete. No locality, department, unit or individual shall make false reports, conceal reports, refuse to report, or report late, and must not falsify or tamper with census data. All localities and relevant departments should make full use of modern technical means such as the national unified soil census work platform, raise the level of informatization, and scientifically, standardize, and efficiently promote census work. Make good use of newspapers, periodicals, radio, television, the Internet and other media to widely publicize the important significance and requirements of soil census, and create a good social atmosphere for the smooth development of the census work.
