Recently, the Provincial Department of Ecology and Environment and the Provincial Department of Finance held a "video conference on the deployment of the declaration of the central ecological environment fund project in the province", which mobilized and deployed the declaration of the central ecological environment fund project in 2022, requiring all localities and departments to attach great importance to the central fund management work, and conscientiously grasp the project declaration and fund project management work in accordance with the division of duties.
In order to implement the requirements of the meeting and further do a good job in the declaration and reserve of the city's central ecological environment fund project, the Municipal Bureau of Ecology and Environment acted quickly, deployed and implemented, and together with the Municipal Planning and Natural Resources Bureau, the Construction Commission, the Water Bureau, the Urban Management Bureau and the Agriculture and Rural Affairs Bureau, as well as the Municipal Urban Construction Group, the Water Affairs Group and other departments and project declaration units, in the form of establishing mechanisms, formulating plans, holding meetings, and corresponding training, comprehensively carried out the declaration of the central ecological environment fund projects in 2022.
The first is scientific planning and deployment. Based on reality, the Municipal Bureau of Ecology and Environment plans around the project categories of water, atmosphere, soil and other aspects. Among them, since January 2022, the Atmospheric Department of the Bureau has established a monthly docking mechanism with key enterprises such as iron and steel and petrochemical in the city to listen to the progress of the annual governance project construction and central fund declaration of key enterprises, existing problems and matters that need the assistance of management departments. In order to ensure that all relevant governance projects that meet the conditions should be reported and reported quickly, it is planned to dispatch the declaration progress of each sector in the city every ten months, and rank and report the progress of the fund declaration of each sector.
The second is to accurately grasp the direction. Organize and convene the city's central water pollution prevention and control fund project reserve bank declaration meeting chamber of commerce, discuss and study with relevant departments, jointly sort out and screen projects that meet the direction of central water pollution prevention and control fund support, high quality and high maturity, and improve the city's project storage rate and pass rate.
The third is to strengthen operational guidance. Organize and convene a training meeting on the declaration of the central water pollution prevention and control fund project reserve, invite experts to interpret the requirements for the storage of the central water pollution prevention and control fund project reserve, guide the project declaration and the matching of the central fund subsidy requirements, strengthen the cultivation and declaration of high-quality projects, and promote the effective implementation of project declaration.
The fourth is to carry out sinking assistance. The Soil Department of the Bureau invited the leaders of the Soil Department of the Provincial Department and the experts of the Provincial Assessment Center to help the sinking enterprises, guide the soil projects to be entered into the central library on the spot, answer the problems existing in the declaration process of enterprises, and promote enterprises to increase the intensity of capital declaration and do a good job in the declaration of special fund projects.
Up to now, the Municipal Bureau of Ecology and Environment has organized 4 deployment meetings, carried out 2 special training sessions, inspected more than 10 project sites, focusing on key strategic directions such as carbon peak carbon neutrality and in-depth fight against pollution, and initially screened out 12 water projects with a total investment of about 300 million yuan; 48 atmospheric projects with a total investment of about 670 million yuan; and 9 soil projects with a total investment of about 200 million yuan.
In the next step, in accordance with the requirements of the meeting, the Nanjing Municipal Bureau of Ecology and Environment will continue to focus on key areas of ecological environmental protection such as major projects for ecological protection and restoration in the Yangtze River Basin, pilot projects for ecological safety buffer zones, and pilot demonstration construction of carbon peaks and carbon neutrality, relying on natural resources, housing construction, water conservancy, agriculture and rural areas, urban management and other departments, seize the opportunity, seek good projects, strive for funds, win the right to construction and development, and support and leverage the development of ecological environmental protection and green undertakings.
