In October 2021, the CPC Central Committee and the State Council issued the National Standardization Development Outline, which clarified the new direction of standardization work, proposed a new path for standardization reform, and established a new pattern of standardization and opening up. The Shanghai Municipal Party Committee and the Shanghai Municipal Government attach great importance to the standardization work, focus on the key points, and exert efforts in the same direction; take the initiative and form a synergy. Strive to achieve new acts of standardization development, highlight the new atmosphere of standardization development, better serve the national strategy, and persistently promote standard innovation; accelerate the construction of an international standardization highland, and strive to increase the effective supply of high-level standards.
First, the background of the Plan of Action
In recent years, Shanghai has vigorously implemented the standardization strategy and achieved a series of important results.
First, the standardization system has been continuously improved. To achieve the "four firsts" in the country, the first to introduce the standardization development strategy outline, the first to establish a standardization joint conference system, the first to set up a special fund for standardization promotion, and the first to promulgate the "Shanghai Municipal Standardization Regulations".
Second, the standardization support system is becoming more and more perfect. Shanghai undertakes 6 ISO/IEC secretariats of the international standardization technical organization, 117 secretariats of the National Standardization Committee, and 44 municipal standardization committees to provide technical support for standardization work.
Third, the influence of standardization has continued to increase. By the end of 2021, it has led the formulation of 115 international standards, led the formulation of 4039 national standards, and issued and implemented 996 local standards. He has won 115 project awards of China Standard Innovation Contribution Award. Successfully hosted the 83rd IEC Conference and held the International Forum on Standardization for 20 consecutive years.

In particular, in the past two years, 21 "Shanghai Standards" have been cultivated and evaluated, covering artificial intelligence, biomedicine, integrated circuits, finance, advanced manufacturing, people's livelihood services and other fields, fully reflecting the role of standards in supporting, measuring and leading the development of leading industries, scientific and technological innovation, urban digital transformation, high-level opening up and people's city construction.
These achievements have prepared good conditions for Shanghai to create a new situation in standardization work in the new era. At the same time, Shanghai's resource endowment, strategic position and global resource allocation capabilities have also laid a solid foundation for playing a better role in the overall situation of national standardization development and in international standardization cooperation and exchanges.

First, we should pay more attention to the characteristics and needs of Shanghai. The fourth is to strengthen international cooperation and exchanges, improve the working mechanism of internationalization of standards, promote Shanghai's advantageous fields to actively participate in international standardization activities, and enhance the global resource allocation function through standards, which is an internationally accepted way.
Second, focus more on innovation and leadership. Optimize the standard supply structure, give play to the role of the main body of the market, and increase the high-level standard supply. In the field of scientific and technological innovation, strengthen the standard research layout in key technical fields, embed the standard development into the scientific and technological research and development process, promote the transformation of scientific and technological achievements with standardization, open up the "last kilometer" of achievement transformation, and form an effective connection and coupling interaction between science and technology, standards and industry. In the field of urban digital transformation, around the three major areas of economy, life and governance, we will continue to carry out standard innovation, accelerate the development of standards such as digital base construction and evaluation, digital infrastructure, digital twin, digital security, and interconnection, and strive to fill in the gaps. In the field of ecological green development, strengthen the implementation of ecological environment standards, optimize the energy-saving and low-carbon standard system, promote the construction of standard systems such as green products, green finance, green agriculture, and green supply chains, accelerate the formulation and revision of a number of local standards that meet the actual conditions of Shanghai, and promote the green development of the industry.
Third, more emphasis should be placed on coordination and guarantees. The first is to consolidate the foundation for development. Build a number of new standardization technology organizations, build industrial agglomeration areas and leading enterprises into technical standard innovation bases; promote the standardization of the private economy, empower small and medium-sized enterprises with standardization, and develop and expand market players. The second is to strengthen organizational implementation. Establish a ministry-city standardization cooperation work mechanism, deepen the integrated standardization work mechanism of the Yangtze River Delta, and promote regional standard coordination. Improve the system of joint meetings on standardization work in cities and districts, and establish an evaluation mechanism for the standardization work of each district. The third is to strengthen policy guarantees. Give play to the guiding role of financial funds, actively guide social capital investment, research and create the Shanghai Standard Innovation Contribution Award, and commend organizations, individuals, and key standard projects that have made outstanding contributions. At the same time, it is necessary to popularize standardization knowledge, tell standardization stories well, enhance standardization awareness, cultivate a standardization culture, and promote the formation of a new situation of standardization work in which everyone learns standards, stresses standards, and uses standards to build and share standards in the whole society.
