On February 15, CNNC held a meeting of the 2022 Leading Group for Internal Control and System Construction to summarize the 2021 internal control and system construction work, and deliberate and approve the key points of the 2022 internal control and system construction work and the group company system revision plan. Yu Jianfeng, secretary of the party group and chairman of the board of directors of the group company, and Gu Jun, general manager and deputy secretary of the party group, attended the meeting and made speeches. Yu Jianfeng stressed that in 2021, the internal control and system construction of the group company closely focused on the task of the reform and development center, based on the new development stage and control mode, with the goal of "strengthening internal control, preventing risks and promoting compliance", and better completed the internal control and system construction work, laying a good foundation for the key year of the "14th Five-Year Plan".
Regarding the follow-up work, Yu Jianfeng pointed out:
The first is to strengthen internal control and system construction, which is an important measure to implement the decision-making and deployment of the Party Central Committee and consolidate the modern enterprise system. As an important part of deepening the reform of state-owned enterprises, practicing the management of enterprises according to law, and improving the modern enterprise system with Chinese characteristics, internal control and system construction should further improve the political position, fully implement the relevant work requirements, continuously improve the effectiveness of internal control system and system construction, and take internal control and system construction as an important guarantee for the high-quality development of the group.
The second is to strengthen internal control and system construction, which is the basic guarantee for effectively preventing and resolving various risks and achieving steady and sustainable development. At present, the production and operation of the group company is facing new challenges, we must fully understand that risk prevention is to promote development, conscientiously implement the relevant requirements of the "seven special governance" of the State-owned Assets Supervision and Administration Commission, adhere to the group's upper and lower chess game, one net, one force, one heart, with stricter requirements to consolidate the first responsibility, with more practical measures to prevent and resolve risks, with greater strength to strengthen the implementation of the system, effectively use the system to control key links, manage key positions, manage key matters, and strictly implement responsibilities, so as to provide a safety barrier for the healthy and sustainable development of the group company.
The third is to strengthen internal control and system construction, which is a necessary way to realize the "14th Five-Year Plan" of the group company and promote high-quality development. 2022 is an important year for the implementation of the "14th Five-Year Plan", but also the "fine management year" of the group company, we must grasp the relationship between the internal control department and the executor, grasp the relationship between effectiveness and pertinence, grasp the relationship between comprehensive control and key control, and grasp the relationship between refinement and efficiency; promote the transformation of internal control and system construction from standardization to refinement and efficiency, and effectively improve the management level.
