In December 2015, Wu Haiyan, who was first appointed as the secretary of the Sui County Party Committee in Shangqiu City, Henan Province, had the first task to lead nearly 100,000 people out of poverty. Not daring to slack off for a moment, she put on the agenda a trip to 118 poor villages.
"With real work performance, I will hand over a no-regret answer sheet to the people." This is Wu Haiyan's promise to the people of Sui County.

Suixian is located in the Eastern Henan Plain, is a traditional agricultural area, a state-level poverty county. At the beginning of targeted poverty alleviation, there were 32,091 poor households with a total of 96,976 people.
"If you don't go all the poor villages, you will be separated from the poor people by a chasm." Wu Haiyan said.
When going deep into Huangtang Village in Zhoutang Town to investigate, Wu Haiyan walked into the home of the elderly Mu Xiurong, who was more than 70 years old, half-dead, dependent on his granddaughter, the house was dilapidated, full of weeds, and there was only one wooden bed in the house. Seeing this scene, Wu Haiyan shed tears and felt that the responsibility was heavy and the time was not waiting.
Family by family, one by one, one by one... Wu Haiyan found that illness, lack of labor, and lack of industry are the common causes of poverty in villagers and villages. "The most critical thing in poverty alleviation is industrial support, and what is most needed is to use heart and affection." She said.
Wu Haiyan led the members of the team to visit 118 poor villages in 20 townships and towns in the county, and after a comprehensive understanding of the situation, decided to develop the industry according to local conditions, put forward the idea of industrial poverty alleviation of "fruits and vegetables in the southern shoots and northern peppers", and explored a healthy poverty alleviation model of "four-in-one" prevention, service, reduction and protection. Wu Haiyan herself chose Hugang Village, the most remote backstage township, as her contact point in the village, and took the lead in taking root in the front line of poverty alleviation.
With heart and affection, the above rate, and precise policies, in 2018, Suixian successfully lifted itself out of poverty. By the end of 2020, nearly 100,000 poor people in the county have all been lifted out of poverty.
"Suixian is poor and white, so it must rely on hard work and persistence." Looking back at the road to poverty alleviation, Wu Haiyan said. Hard work and persistence are her work style.

Nine years ago, when Wu Haiyan became the county magistrate of Suixian County, the only enterprises in the county that could be named were wineries, paper mills, and yeast factories, known as the "old three factories". From the county magistrate of Sui County to the secretary of the county party committee, Wu Haiyan insisted on taking the realization of "rich people and strong county" as the goal of struggle.
Although Suixian has a weak industrial base, it is rich in land and labor resources, and exports 245,000 rural laborers annually. The survey found that the shoe industry in Fujian, Zhejiang and other places is dense, but the footwear industry in the hinterland of the Central Plains is relatively blank, and industrial transfer is imperative.
In order to introduce shoe-making enterprises, Suixian has explored a variety of strategies such as professional investment promotion, resident investment promotion, and business investment promotion. In order to attract a well-known shoe company to settle in Suixian County, Wu Haiyan ran to Xiamen, waited for two days, and finally met the owner of the enterprise, after many negotiations, and finally successfully signed the contract.
"We must treat merchants like relatives, and regard the small things of the enterprise as the big things of Sui County." This is suixian's creed of attracting investment and investment.
Henan Jiahong Shoes is the first shoe-making enterprise to land in Suixian County, and its deputy general manager Pu Shenghe witnessed the growth process of the enterprise in the Central Plains. "When I first arrived in Suixian County, there was no supporting facilities, and even a carton had to be purchased from other places." Pu Shenghe said that in just a few years, from the main materials of shoemaking, leather, to insoles, sponges, etc., the local supporting capacity has reached more than 90%.
Pu Shenghe believes that the services provided by Suixian for enterprises are crucial. "From investing in factories, to power outages and water outages, there are special personnel to serve." Enterprises do a good job in the factory, the government does a good job outside the factory, low cost, high efficiency, no interference investment environment, attracting a large number of shoe enterprises to gather in Sui County. ”
Today, Suixian has more than 400 shoe-making and supporting enterprises, with an annual output of 300 million pairs of sneakers and more than 80,000 employees.
Talking about the birth of the "Central Plains Shoe Capital" and the rise of the huge industrial cluster, Wu Haiyan said that this is the result of the due diligence of the "chief service officers" of Suixian County and the hard work of the business operators, and they just did the work they should do.
"The post of county party secretary is a post that can make a lot of achievements, if you are mediocre and accomplish nothing, not only will you fail to live up to the trust of the organization and the expectations of the people, but you will also be ashamed." Wu Haiyan said.
