Born in 1928, Li Changyan is a native of Shandong Province.

In 1950, when the US military intervened in the Korean battlefield and began to frantically probe and provoke the mainland border, Chairman Mao vigorously defied the consensus of the people and appointed Peng Dehuai as commander-in-chief to resist the United States and aid Korea.
At this time, Li Changyan of the 9th Corps was resting and visiting his family in his hometown in Shandong.
The central order required the 9th Corps to leave immediately, march north, and immediately enter North Korea.
Li Changyan was also ordered to follow the 9th Corps toward North Korea on November 1, because the incident was sudden and the supplies of the troops became a major problem.
In this way, Li Changyan and the soldiers boarded the train into the DPRK in single clothes.
