The Office of the Capital Urban Environment Construction Management Committee recently issued the "Implementation Plan on Further Strengthening the Control of the Whole Chain of Electric Bicycles in the City", and strives to build basic coverage of charging facilities in residential areas in the city by the end of 2022; before the end of 2023, basically eliminate the safety hazards of electric bicycles and batteries going upstairs to charge households, and the number of electric bicycle fire accidents and deaths has dropped significantly. The reporter particularly noted that in response to the problem of "charging expensive", which has attracted the attention of the public, the implementation plan clearly states that the charging facilities in the residential area will be charged separately in the mode of "electricity + service fee", of which "electricity fee" will be charged according to the price of residents' daily electricity, and "service fee" will be clearly marked.

The reporter learned from the implementation plan released this time that the city will further increase the investigation and punishment of illegal charging of electric bicycles, carry out joint law enforcement, and investigate and deal with parking electric bicycles and charging behaviors in public halls, evacuation walkways, stairwells, safety exits and other parts of buildings, as well as other public areas. In addition to dissuading, stopping, and reporting, those who refuse to make corrections and whose circumstances are serious will also be gradually incorporated into the credit reporting system.

What should I do if there is no place to charge the community? Public charging facilities will be built on a pilot basis around the community

Charging at home or in the corridor is prohibited, but the community lacks regular charging facilities, and "charging difficulty" has become the most headache for many electric bicycle owners.

In order to make charging no longer become a problem that plagues citizens, the implementation plan proposes that the city will achieve full coverage of charging facilities construction by category and place.

Among them, for new construction, reconstruction and expansion of residential area projects, electric bicycle parking places and charging facilities will be included in the supporting construction indicators of public service facilities, and the proportion of charging facilities will be clarified.

For existing residential areas, encourage all districts and regions to adapt to local conditions, in accordance with the principle of "charging (changing) electric cabinet as the mainstay, charging pile as a supplement", vigorously promote the construction of charging facilities in residential areas for full coverage, in accordance with the actual charging needs of the public to build charging interfaces, and encourage the promotion of safer power cabinets.

For residential quarters or bungalow courtyards with no fixed parking places, no power supply conditions, and tight site resources, it is encouraged to combine roadside parking and power conditions, study public places, corner land, under bridge spaces, branch roads, and secondary trunk roads with conditions around the community, and build public charging facilities on a pilot basis in accordance with the principle of "charging (changing) the main power cabinet and supplementing the charging pile".

At the same time, the supplementary construction of electric bicycle parking places and charging facilities will be included in the comprehensive renovation of old residential areas, and the transformation plan will be formulated in accordance with the principle of "building as much as possible" to ensure that it is completed within the specified period.

Some communities have obviously built unified electric bicycle charging facilities, but car owners have reported that the charging facilities installed in the community are too expensive. Among them, the charging facilities set up in the residential area, the charging fee adopts the "electricity fee + service fee" mode, and the two should be priced and charged separately, and cannot be packaged and mixed. Charging electricity charges implement the electricity price policy stipulated by the government and are charged according to the price of residents' daily electricity; when determining the main body of charging facilities construction, each community should clearly standardize the charging service fee collection standards, implement clear price marking, and ensure that residents are willing to use and afford to use.

Electric bicycles and batteries will be "identity bound" with the owner

Electric bicycles and batteries are expected to be "identity bound" with car owners to achieve "one car, one pool and one code" identity authentication.

The reporter learned from the implementation plan that the city will encourage the promotion and application of intelligent sensors, two-dimensional codes, and electronic chips on electric bicycles and batteries, and bind the owner to the vehicle and battery information through the "one car, one pool, one code" identity authentication method, keep the front-end links such as production, sales, and registration consistent with the back-end links such as cycling, charging and stopping, maintenance, and recycling, and help realize the closed-loop management of the whole chain with traceable sources, traceable destinations, and controllable quality.

The sales store will purchase insurance for property damage, anti-theft and other insurance for customers

Electric bicycles also have to be "insured".

The implementation plan proposes that the city will promote electric bicycle sales stores to purchase property damage insurance, personal insurance and anti-theft insurance for electric bicycle users. Promote charging facility manufacturers (manufacturers) to purchase product liability insurance for the products they produce.

In addition, charging facility construction and operation enterprises are encouraged to purchase charging safety liability insurance, fire insurance and public liability insurance for their own charging facilities in accordance with the principle of "who owns, who insures".

The city will also guide the construction of no less than 1 self-defense and self-help force in each community (village) that can undertake daily fire safety inspections and initial fire fighting, and study and formulate guidelines for the use of electric bicycle fire safety.

Illegal dismantling and modification of electric bicycles and batteries will be severely punished by units and individuals

The city will carry out special rectification actions to severely crack down on illegal modification of electric bicycles and batteries, and strictly prohibit the unauthorized modification of original factory accessories, peripheral battery brackets, removal of key components such as speed limiters, replacement of high-power batteries, and re-sale of recycled vehicle accessories and batteries.

The reporter noted that according to the implementation plan announced this time, whether it is a unit or an individual with illegal demolition and reform, it will be severely punished.

Government organs, public institutions and state-owned enterprises will concentrate on cleaning up illegal vehicles parked inside the units

For the city's temporary, unlicensed, and over-standard electric bicycles, as well as electric bicycles purchased before November 1, 2018 that are not in the product catalog or have incomplete application for registration materials, they will continue to promote recycling and disposal, strictly investigate their driving on the road and accelerate elimination.

Accelerate the cleaning up of illegal vehicles, and the relevant units will also "fulfill their responsibilities". The implementation plan proposes that the city's party and government organs at all levels, public institutions and state-owned enterprises should perform the management responsibility of parking and charging electric bicycles in their units, and organize the centralized cleaning of illegal electric bicycles parked within the unit.
