Notice on the serious discipline of the opening of the school year in the spring of 2022

The general branch of the education party in all townships (streets) and the schools directly under the municipal government:

In view of the current epidemic prevention and control situation, combined with the requirements of the city's normalized epidemic prevention and control work, all primary and secondary schools (vocational colleges, kindergartens) in the city must be studied and judged by the special class of the municipal epidemic prevention and control education system, and then reported to the municipal epidemic prevention and control headquarters for approval before the opening of the school. In order to further standardize the city's spring school opening work, the following notice is hereby issued on further tightening the discipline of the opening of the school and making preparations for the opening of the school:

I. All township (street) education party branches and municipal schools should strictly implement the epidemic prevention and control responsibility mechanism, strictly consolidate the "four-party responsibility", strictly implement the "four early" requirements, and make preparations for the opening of schools in accordance with the requirements of normalized epidemic prevention and control work. It is necessary to conduct comprehensive supervision and inspection of the preparations for the opening of the school in the jurisdiction and schools to ensure that the preparations for the opening of the school are implemented in detail and are foolproof.

2. Before the official notice of the opening of the school is issued, no school (kindergarten) or training institution shall open the school without authorization and carry out offline education teaching and training activities, and the violators shall be strictly held responsible.

3. Any school (kindergarten) or training institution is strictly prohibited from carrying out any form of pre-collection before the official opening of the school, and private schools must not organize parents to enroll in school registration fees by way of placeholder fees, pre-registration, etc. After the start of the school, the normal fee must be carried out in accordance with the principle of first announcement and later charging. All schools must strictly implement the requirements for student status management, and must not transfer schools or handle the procedures for transferring student status without authorization.

Fourth, all types of schools at all levels must strictly implement the student morning, noon and evening inspection system and the "daily report" and "zero report" system, establish and improve the physical health testing files of students, register the body temperature information in detail since February 4, and report abnormal situations in a timely manner in accordance with procedures. All schools should conscientiously carry out the investigation and registration of the action trajectory of teachers and students during the winter vacation, and promptly report special situations to the epidemic prevention and control headquarters of the Education and Sports Bureau for the record. Those who report late, underreport, or conceal reports shall be dealt with strictly and severely in strict accordance with the requirements for pursuing responsibility for epidemic prevention.

Fifth, all types of schools at all levels should, according to the actual situation, pay close attention to the implementation of the settlement of fees on behalf of the previous semester, must refund or transfer fees before the start of the school year, and take the initiative to accept the supervision of the parents' committee and society. Those who thus affect the normal opening of the school will be held separately according to the circumstances of the interview, circulate criticism, reduce the enrollment plan, stop the average expenses incurred, order the suspension of enrollment to stop the revocation of the school license, and so on.

Sixth, the general branch of the education party in all townships (streets) and the municipal schools should promptly report to the epidemic prevention and control headquarters of the Municipal Education and Sports Bureau on the implementation of the above work, as well as the problems encountered in the preparation for the opening of the school.
