Under the guidance of the Party Committee and Party Branch of the China Biodiversity Conservation and Green Development Foundation (hereinafter referred to as "China Green Development Council"), the 2022 "Two Sessions" Meeting/Proposal Proposal Meeting of the China Green Development Council was successfully held on January 21, 2022 through online and offline parallel methods.
At this meeting, the Research Office of the China Green Development Council, the Ecological Community Development Fund, the Hainan South China Sea Tropical Ocean Research Institute, and the Let Migratory Birds Fly Public Welfare Fund put forward 20 proposals, including "Prevention and Control of Alien Species Invasion, Suggestions on Delegating the Assessment Initiative to Local Governments", "Suggestions on Recommending Community Protected Areas into the National Nature Reserve System", "Suggestions on Protecting the Dark Night Starry Sky and Establishing a Dark Night Starry Sky Conservation Day", covering the fields of biodiversity and green development, ecological civilization construction, environmental justice, Biosafety field, etc.
In the "two sessions" meeting/proposal proposal meeting, the participants fully affirmed the spirit of active preparation and full participation of the proposers, and gave accurate comments from their respective professional fields and made prospects for the future development direction. Among them, 6 proposals were endorsed by the participants.
The "Proposal on Promoting the Conservation and Utilization of Chinese Honey Bee Genetic Resources" proposes to enhance the industrial advantages of Chinese honey feng in agriculture and animal husbandry, promote the resource utilization of Chinese honey bees, maintain the important position of Chinese honey bees in the ecological environment, and protect the important genetic resources of Chinese honey bees.
The "Proposal to Incorporate Folk Wildlife Rescue into the National Rescue System and Expand Joint Construction" proposes to incorporate folk wildlife rescue stations into the national rescue system, coordinate management, and give full play to their respective strengths, support each other in terms of rescue technology, rescue personnel and rescue funds, and jointly exert the greatest benefits of wildlife protection and ecological protection.
The "Proposal on Rescuing Old Seeds" focuses on the importance of strengthening the protection and utilization of germplasm resources and strengthening the construction of seed banks. It is recommended to decentralize the construction of private seed banks and networks in various places. With the participation and management of state-level social organizations, the exchange and trading of old seeds will be opened in an orderly manner, and the flow of old seeds of the people will be promoted.
The Proposal on the Establishment of a National Coral Germplasm Bank points out that corals not only have reef-building functions, healthy corals are also carbon sinks, with the function of reducing carbon dioxide in the ocean and atmosphere, and the establishment of a national coral germplasm bank can give new significance to the protection of coral reefs.
The "Proposal on Strengthening the Law Enforcement of illegal trade in wild animals under the Protection of the Three Protected Wild Animals" proposes to introduce an effective social supervision mechanism and a responsibility and accountability mechanism from the perspective of public health security, ecological security and biodiversity conservation, clarify the main responsibility for receiving and reporting cases, strengthen the construction of the forestry administrative law enforcement team and expand the grass-roots law enforcement manpower to solve the law enforcement dilemma of illegal trade in the three protected wild animals.
The "Proposal on Strengthening Habitat Protection in the Planning and Construction of Wetland Parks" notes that in terms of wetland biodiversity and habitat protection, the principle of "comprehensive protection and scientific restoration" has not been fully implemented, and even the phenomenon of "destruction in the name of restoration" has occurred. Therefore, it is recommended that when planning the construction of vegetation and facilities in wetland parks, the opinions of all sectors of society should be widely listened to, multidisciplinary experts should be organized to consult, and guidance should be given to the planning and construction of wetland parks from the perspective of biodiversity conservation and habitat protection.
