On the 11th, the Supreme People's Procuratorate released the news that Zhou Jiangyong, former member of the Standing Committee of the Zhejiang Provincial Party Committee and former secretary of the Hangzhou Municipal Party Committee, was suspected of accepting bribes, and the Investigation by the State Supervision Commission was concluded and transferred to the procuratorial organs for review and prosecution. A few days ago, the Supreme People's Procuratorate made a decision to arrest Zhou Jiangyong on suspicion of accepting bribes in accordance with the law. The case is under further processing.

The last time Zhou Jiangyong was concerned by public opinion was more than 20 days ago, when he appeared in the anti-corruption blockbuster "Zero Tolerance" to confess.

Zhou Jiangyong is a local cadre in Zhejiang, who has served in the four cities of Ningbo, Zhoushan, Wenzhou and Hangzhou in Zhejiang, and in August 2021, he was investigated as a member of the Standing Committee of the Zhejiang Provincial Party Committee and secretary of the Hangzhou Municipal Party Committee. On January 26 this year, the website of the Central Commission for Discipline Inspection and the State Supervision Commission published the news that Zhou Jiangyong had been "double-opened."

According to the circular of the Central Discipline Inspection Commission and the State Supervision Commission, Zhou Jiangyong's issues involved politics, economics, the four winds, and the selection and appointment of cadres. For example, "violating the decisions and arrangements of the Party Central Committee," "colluding with capital, supporting the disorderly expansion of capital, and engaging in superstitious activities," "allocating security personnel and official vehicles in violation of regulations," "selecting and appointing cadres in violation of regulations at the request of private business owners," "colluding with relatives to illegally accept huge amounts of property and engage in family-style corruption," and so on.

Zhou Jiangyong's expression "collusion with capital to support the disorderly expansion of capital" appeared rarely in the problem briefings of fallen officials.

Accused of deliberately fighting against organizational scrutiny

Zhou Jiangyong's question also included "confrontation organization review", and he was accused of "violating the decision-making and deployment of the party Central Committee" and "deliberately opposing organizational review".

Previously, the anti-corruption feature film "Zero Tolerance" had revealed that Zhou Jiangyong evaded supervision with "deliberate considerations", he engaged in "one family, two systems", he and his younger brother Zhou Jianyong were engaged in politics and business, and used public power to help his brother in business.

For example, Shi Shihong, the owner of a construction company, took the initiative to find a relationship to get acquainted with Zhou Jianyong, and Zhou Jianyong also helped Shi Shihong contract the project through his brother, and the brothers jointly accepted huge bribes and then invested in the family business as capital.

From 2013 to 2017, Zhou Jiangyong successively provided assistance to Shi Shihong in a number of projects involving Zhoushan and Wenzhou, in accordance with the request conveyed by Zhou Jianyong, and Zhou Jianyong accepted money from Shi Shihong eight times in the name of "borrowing", with a total amount of more than 90 million yuan.

Zhou Jiangyong believes that supervision can be circumvented by setting up a "firewall". In the process of accepting bribes from Shi Shihong, he and Shi Shihong never had contact, and they all used their brothers as a bridge.

According to official interpretations, acts of confrontational organizational review can occur either after the review of organizational decisions, after the implementation of disciplinary violations, or before the review of organizational decisions.
