"Although the state has a rescue policy, in the process of promoting the rescue of de facto orphans, the civil affairs department has become an obstacle based on what kind of rescue for de facto orphans." Zhang Airong told reporters that in order to break through the bottleneck, after communicating and coordinating with the civil affairs department, the Dongming County Procuratorate helped the civil affairs department tailor the investigation record template and the situation description format, so that the stranded procedure could be smoothly advanced, and finally the fact orphans were rescued in a timely manner.
