On February 9, the Xi'an Railway Transport Procuratorate issued a "Family Education Order" to the parents of two minors involved in the case, and invited experts to provide family education guidance.

In 2021, in the process of handling a case involving minors, the Xi'an Railway Transport Procuratorate found that the two minors had bad behaviors such as absenteeism, smoking, alcoholism, and addiction to the Internet, reflecting a series of problems such as lack of guardian supervision and inadequate family education, and issued a "Supervision and Guardianship Order" to the guardians of the minors involved, and continued to pay attention to the growth and education of the two minors. In view of the family education problems found in the handling of the case, the Xi'an Iron Inspection Institute also invited experts to conduct special family education guidance, prompting minors and parents to improve parent-child relationships, strengthen communication, and ensure the healthy growth of minors.

On February 9, the Xi'an Railway Transport Procuratorate held a meeting to announce the Family Education Order, and issued a Family Education Order to the parents of the two minors involved in the case. After the "Family Education Order" was issued, the Xi'an Railway Transport Procuratorate invited Professor Xu Guihong of Shaanxi Preschool Normal College to conduct special counseling for the parents of the two minors involved in the case on how to conduct family education. Xu Guihong elaborated in detail on the important responsibilities of parents in family education, how to make friends during adolescent adolescence, how parents and children can communicate correctly, how to build a harmonious family relationship, and how to help minor children re-understand themselves and correct their mistakes as soon as possible, and gave a vivid rule of law education lesson for parents and cadres and police officers present.

Xu Ping, member of the party group and deputy procurator general of the Xi'an Railway Transport Procuratorate, said that the Law of the People's Republic of China on the Promotion of Family Education was officially implemented from January 1, 2022, which is the first time that the mainland has carried out special legislation on family education, and family education has also risen from "family affairs" in the traditional sense to "state affairs". As a parent, it is not enough to fulfill the obligation of support, but also to pay attention to the education of the physical and mental health of the children, and good family education is crucial.

After the promulgation of the Law of the People's Republic of China on the Promotion of Family Education on October 23, 2021, the Xi'an Railway Transport Procuratorate, in line with the working attitude of not concluding the case, in accordance with relevant regulations, jointly with relevant departments and social work agencies, once again evaluated the family education of the above two minors involved in the case, and formulated a personalized family education guidance plan, explored and tried to issue a "Family Education Order" to the parents of the two minors, and announced the delivery, urging the other party to establish that the family is the first classroom. Parents are the first teachers, and earnestly assume the main responsibility for the implementation of family education for minors.

The handling of this case is a microcosm of the Shaanxi Iron Inspection Organ's active promotion of juvenile procuratorial work with the creation of the "Little Orange Lantern" uninspected work brand as the starting point.
