01 A long history
If, here, the world eventually moves towards unity, then among the final solutions to the Tianzi No. 1 problem, there must be the Palestinian-Israeli problem.
According to the Scriptures, the Old Testament, and the Qur'an, which are common to Christianity and Judaism, the ancestors of Jews and Arabs had a common ancestor, Abraham.
Abraham's concubine, named Isaac, was the ancestor of the Jewish nation, and his descendants founded Christianity; his son was called Ishmael, the ancestor of the Arab nation, and his descendants founded Islam.
Then for the next few thousand years, Jews and Arabs were in a process of conquest and subjugation, hurting each other whenever they had the opportunity. This way to the present, it is concentrated on the Palestinian-Israeli conflict. Although the latest round of conflict is very tragic, it can only be regarded as a small wave in the long river of history.
In the course of history, the major ethnic groups in the global village (Persians, Greeks, Romans, Anglo-Saxons, Slavs, etc.) have become stronger and have almost all participated in the Middle East game; but no country has ever been able to resolve (or do not want to) resolve) the Palestinian-Israeli contradiction.
Why use almost two words? Because China, as the main body of Chinese civilization before, has not participated in the Middle East game in the true sense.
When ancient China was strong, it was unable to exert influence on the Middle East because of its long distance and being blocked by mountains and rivers.
Due to historical reasons, modern China is relatively weak and unable to exert influence on the Middle East.
With the growth of its comprehensive national strength and the enhancement of its radiation power, contemporary China has become an important chess player in the Middle East, which is already a historical necessity; it is reasonable to have a Chinese plan for the Middle East issue.

As the only country in history to continue from ancient civilization to modern civilization, China's voice and Chinese solutions represent not only China, but also the ancient wisdom of the East.
02 Voice of China
In the current pattern, the Middle East issue certainly requires mediation by the United Nations. The Palestinian side also needs United Nations involvement.
China is not only a permanent member of the Un Security Council, but also the rotating presidency of the Security Council in May (the Security Council is composed of 5 permanent members and 10 non-permanent members, and the rotating presidency is rotated by the members of the security council for a period of one month each), which is an opportunity to convey China's voice to the world.
On May 16, the Chinese Foreign Minister made a public statement on the Palestinian-Israeli issue, mainly talking about four points.
First, a ceasefire and a ceasefire is a top priority.
Force cannot bring peace and tranquility, and violence will only sow more seeds of hatred.
China strongly condemns acts of violence against civilians and once again urges both parties to the conflict to immediately cease military and hostile actions and to take actions that worsen the situation, including air strikes, ground attacks and rocket launches.
- Peace begins with self-restraint on both sides.
Secondly, humanitarian assistance is urgently needed.
The COVID-19 pandemic has combined with conflict and turmoil to bring a more serious humanitarian crisis to the region, and the situation in the Gaza Strip is particularly worrying. We urge Israel to earnestly comply with its international treaty obligations, to lift the blockade and siege of Gaza as soon as possible, to guarantee the security and rights of civilians in the occupied Palestinian territories and to facilitate access for humanitarian assistance.
• Israel's blockade and siege of Gaza under the banner of dealing with Hamas has actually caused many humanitarian disasters to the people of Gaza.
Thirdly, international support is an obligation.
The Security Council, bearing the primary responsibility for the maintenance of international peace and security, must take vigorous action on the Palestinian-Israeli conflict, reaffirm its firm support for the "two-State solution" and promote the situation to cool down as soon as possible.
It is clear that the question of Israel and Palestine has reached a dead end and that the United Nations must be involved.
China has worked with other countries to draft press talks by the President of the Security Council. Regrettably, however, the Council has so far been unable to speak unanimously because of the obstruction of only one State.
- Which country is blocking it? The foreign minister did not make a vague distinction and directly named the United States.
We call on the United States to shoulder its due responsibilities, to take a just stand and, together with the majority of the international community, to support the Council in playing its due role in de-escalating the situation, rebuilding confidence and achieving a political settlement. We also support the United Nations, the League of Arab States, the Organization of Islamic Cooperation and other countries with important regional influence to play a more active role in forging broader and more effective efforts to promote peace.
As we all know, it is the United States that obstructs the United Nations from issuing a statement. Everyone knows that the United States and Israel have good relations, but the United States has obstructed the United Nations from playing its role for the sake of Israel as a country.
Fourth, the "two-state solution" is the fundamental way out.
China supports palestine and Israel in resuming peace talks as soon as possible on the basis of the "two-State solution" and establishing at an early date a Palestinian State with full sovereignty and independence based on the 1967 borders and East Jerusalem as its capital, so as to fundamentally realize the peaceful coexistence of Palestine and Israel, the harmonious coexistence of the arab and Jewish peoples and the lasting peace in the Middle East.
These words of the foreign minister are actually equivalent to reinterpreting the connotation of the "four-point proposal" put forward by the Chinese leader in 2017 on the settlement of the Israeli Palestinian issue.
03 Four-point proposition
First, firmly promote a political settlement based on the "two-state solution." China firmly supports the establishment of an independent Palestinian State based on the 1967 borders, with East Jerusalem as its capital.
- Based on the United Nations, adhere to the principle of morality first.
Proposition 2: Adhere to the concept of common, comprehensive, cooperative and sustainable security; earnestly implement UN Security Council Resolution 2334, immediately stop all settlement activities in the occupied territories, and fundamentally achieve common and lasting security.
-- Upholding truth and justice and implementing UN resolutions.
Third, we should further coordinate the efforts of the international community and strengthen our efforts to promote peace and synergy. China is ready to participate in and support all efforts conducive to the political settlement of the question of Palestine and to provide wisdom and suggestions for the settlement of the question of Palestine.
- All parties should resolve the issue through consultation.
Fourth, comprehensive measures should be taken to promote peace through development. China regards Palestine and Israel as important partners along the "Belt and Road" and proposes to launch a tripartite dialogue mechanism between China and Pakistan and Israel to coordinate and promote key projects to assist Pakistan.
-- Mutual benefit and win-win results.
Any strategy, if it is to be durable, must be based on the premise of mutual benefit and win-win results.
Because China is the largest industrial producer and the largest commercial trade country, it has the basis of mutual benefit and win-win results with any country or region.
From the Voice of China from the Foreign Minister to the China Plan led by the State, there is a clear emphasis on solving problems within the framework of the United Nations on the basis of the "two-state solution".
What is the underlying logic of doing this?
04 Deep Logic
China's claims may sound like nothing new, but they are actually well-intentioned. Because this is maintaining a changing world.
Israel's long-term encroachment on the Palestinian territories and its hegemonic behavior in the Middle East essentially undermine the multilateral rules of the world. The United States' connivance and support for Israel is a direct manifestation of hegemonism.
China and most countries in the world agree that Palestine and Israel should be an independent Palestinian State based on the 1967 borders and with East Jerusalem as its capital. - The essence is to maintain the changing rules.
Throughout the history of the world, the history of the Middle East in the past few thousand years has basically been a struggle for hegemony by major powers, and the essence is that the strong have tried to establish unilateral hegemony. However, the Palestinian-Israeli issue has not only not been resolved, but has become more and more intense.
Since unilateral hegemony cannot solve the Palestinian-Israeli problem, why not look for a solution under the changing rules? This is the wisdom of the East! And the high probability will bring variables to Palestine, Israel, and even the Middle East.
After all, China will not seek hegemony in the Middle East, but will only pursue win-win cooperation.
So in his public statement on May 16, the Chinese foreign minister concluded by saying this—
Whether the United Nations and the Security Council can make a difference is for the people of the world to watch, and history is recording it.
We should and must stand united on the side of peace and justice, on the side of a just conscience, on the side of historical correctness, practice genuine multilateralism, and promote an early comprehensive, just and lasting settlement of the question of Palestine.
