On June 24, 2011, the three Putian brothers Zhang Han, Zhang Hui and Liu Yuanfei were cut and injured by gangsters in Xiamen, and the incident continued to ferment after being reported by the Straits Herald and other media, causing strong social repercussions, and all sectors of society came to help. The "Three Heroes" who turned the crisis into safety were awarded the titles of "Xiamen City Seeing Righteousness and Courage as an Advanced Group", "Fujian Province Seeing Righteous Courage as an Advanced Group", "2011 Moving Fujian Figures", and the Fourth National Moral Model in 2013 "Seeing Righteous Courage as a Model", and was cordially received by General Secretary Xi Jinping.

Committee member Chen Ximei held that the righteous deeds of the "three heroic brothers" are a typical demonstration of the image of Xiamen's civilized city, so it is suggested that the June 24 day when the "three heroic brothers" saw righteousness and courage be set up as "seeing righteousness and courage as the day," so as to make this day more meaningful and connotative, and also have more practical significance of demonstration and leadership, and better create a good trend of upholding justice, punishing evil and promoting good in the whole society. The proposal also proposes that on the day of "seeing righteousness and courage as the day", various commemorative publicity activities should be held, in addition, it is necessary to further improve and encourage the long-term mechanism of seeing righteousness and courage, and vigorously promote the "three heroes" to see the righteous courage as a rescue model - "Chamber of Commerce assistance and support + media positive reports + government vigorous commendation", to create a Xiamen volunteer courage as a rescue model.

During this year's two sessions, after the Herald reported on this proposal, it aroused concern and heated discussion inside and outside the venue, and many Xiamen Municipal People's Congress deputies, CPPCC members, public welfare leaders, moral models, and seeing righteousness and courage as "civilian heroes" all expressed their approval and support for the establishment of "seeing righteousness and courage as a day", and expressed their views on how to establish and improve a long-term mechanism for encouraging righteous courage. After the preliminary division of the proposal group of the general assembly, the preliminary examination and the review of the proposal review committee, the proposal was preliminarily filed. Recently, after the final review of the Proposal Committee of the Municipal Committee of the Chinese People's Political Consultative Conference, the proposal "Recommending xiamen to set up a "Seeing Righteousness and Courage for the Day"" was officially filed, and next, the Municipal Party Committee Inspection Office and the Municipal Government Inspection Office will work together with the Proposal Committee to do a good job.
