The retirement pension policy under the dual-track system has put a large number of enterprise employees in a more passive position after retirement. Limited to the impact of enterprise efficiency, enterprise wage system and other factors, they have low wage income when they are on the job, the pension insurance premium paid by themselves is low, the pension insurance premium paid by the unit is low, and the double "low fee" effect, resulting in the low retirement fee they receive after retirement, coupled with the fact that they have no savings, in order to ensure the living standards after retirement, they have to choose to go out again to find a job.
