On October 25, the Notice on Further Strengthening the Control of Urban and Architectural Features (Draft for Solicitation of Comments), drafted by the Guangzhou Municipal Bureau of Planning and Natural Resources, together with the Guangzhou Municipal Bureau of Housing and Urban-Rural Development and the Guangzhou Municipal Forestry and Garden Bureau(s), was officially posted on the Internet for public comment.
The "Notice" proposes to pay attention to the continuation of the city's historical features. Do not build new high-rise buildings in places that have an impact on historical and cultural blocks, historical lots, world cultural heritage and important cultural relics protection units, and do not build new super-high-rise buildings in areas with high development intensity, dense population and traffic congestion in the old city.
The "Notice" requires that we promote high-quality development along the Pearl River, pay attention to the penetration of public spaces along the riverside, and return the river to the people and the shore to the people. Carry out urban design in 22 key areas such as the Artificial Intelligence and Digital Economy Pilot Zone, the International Financial City, and the Baietan Business District according to local conditions, and promote the double improvement of the spatial quality and construction quality of key functional platforms. Strictly control the construction of high-rise buildings in key areas such as ecologically sensitive and natural landscapes, strictly control the construction of super-high-rise buildings in the first line of Baiyun Mountain and pearl river, and do not build new super-high-rise building complexes on urban ventilation corridors.
In terms of strict control of the historical and cultural elements of urban renewal, the Notice proposes that in urban renewal, do not destroy the traditional style, effectively protect existing buildings that can reflect the specific development stage of the city, reflect important historical events, and condense the emotional memory of the public, do not arbitrarily demolish old buildings and ancient houses with protection value, and for those that have to be demolished due to major public interest needs or potential safety hazards, they should be evaluated and demonstrated, and the opinions of relevant departments, experts and the public should be widely listened to, and the cultural relics buildings involved should be evaluated and demonstrated. The objects of protection of historical buildings shall be implemented in accordance with relevant laws and regulations.
In addition, the Notice requires that the protection of ancient and famous trees and their subsequent resources be strengthened, the application of indigenous tree species be promoted, the control of green lines be strengthened, and in the construction of urban greening and environment, attention should be paid to inheriting lingnan garden culture, and the ecological construction methods of near-nature, localization, easy maintenance and sustainable should be encouraged.
