The rivers are like green belts embedded in the land of Ma'anshan, intertwined and crisscrossed, feeling the ecological charm of the city.
Who would have thought that once upon a time, the Cihu River, known as the "Mother River" of Ma'anshan, once became a "sore scar" of the city due to the disorderly discharge of sewage for many years; the Jiandangou, which had been hiding dirt and grime for many years, was included in the "blacklist" of prominent environmental problems by the State Yangtze River Office and the Department of Ecology and Environment of Anhui Province; and the Lutang Branch Canal was a "stinky ditch" that citizens said that "whoever lives close to it will suffer" in the mouth of the citizens.
In the past four years, under the leadership and deployment of the Ma'anshan Municipal Party Committee and Municipal Government, MCC Huatian has practiced the development concept of "green water and green mountains are golden mountains and silver mountains", adhering to the principle of "respecting ecology, treating both symptoms and root causes", riding on the momentum and taking the initiative, relying on the core competitiveness of the integrated water environment governance of the whole industrial chain, bravely shouldering the heavy responsibility of comprehensive water environment management in the central urban area, overcoming difficulties and standards, leaving such a classic case of decay into a magic and a beautiful scenery that lingers.
Explore new models of water management and break out unique new ways
Ma'anshan, a heavy industry city along the Yangtze River Economic Belt built along the River and "thriving on steel", is a well-known "flower in Jiangnan", but it has also had the embarrassing situation of "not seeing the river along the river", and the red light of the Yangtze River ecosystem is flashing frequently.
"Put the restoration of the ecological environment of the Yangtze River in an overwhelming position!" In 2016, Ma'anshan aimed at achieving "clean water, green shores, beautiful scenery, smooth rivers and public satisfaction", adopted the PPP model, introduced social professional forces, and comprehensively launched the comprehensive water environment treatment project in the central urban area. As a leader in the domestic water industry, MCC Huatian, which is rooted in Ma'anshan, finally undertook the project.
It involves 18 water systems, 91 water bodies, 33 black and odorous water bodies, 398.49 hectares of water area, 28 drainage pump stations, 1150 kilometers of municipal rainwater and sewage pipe networks and 315 residential rainwater and sewage pipe networks in the central urban area, and the water sources such as slag, chemical wastewater, and heavy metals are complex and multi-faceted, the project difficulty, the complexity of project construction, the heavy construction task, the rapid progress requirements, and the high water quality requirements are rare in the comprehensive management of the domestic water environment.
In this regard, the MCC Huatian water environmental governance project team has explored the city's 91 water bodies, more than 700 drainage outlets, more than 3,000 water-related industrial enterprises, more than 3,000 residential communities, more than 350 residential communities, 7 sewage treatment plants, and about 1,100 kilometers of municipal rainwater sewage pipe networks with the governance ideas of "three inspections, three governances, and three linkages" (checking the discharge port, checking the source, checking the river channel, combining the front-end, middle-end, and terminal systems, grasping the linkage of rivers and lakes, and linking the plant network).
Subsequently, taking the carrying capacity of the water environment in the river basin as the scientific basis, the strong source control of the river basin as the fundamental measure, the water quality bypass purification as the water quality improvement measure, and the ecosystem restoration as the water quality guarantee measure, MCC Huatian accurately issued 1 overall plan, 5 river basin plans, and 53 implementation plans, and adopted the comprehensive technical means of "source control and interception, comprehensive treatment, living water circulation, clean water replenishment, water purification, ecological restoration, real-time monitoring, and intelligent management", to make up for the shortcomings of the pipe network, focusing on ecosystem construction, and treating water quality 3. The improvement of drainage capacity is combined with the improvement of the surrounding environment of the water system to achieve comprehensive improvement of water safety, water environment and water ecology.

The Cihu River, originating from the eastern mining area of Ma'an Mountain, crosses the main urban area, and is responsible for important functions such as industrial and agricultural water, urban flooding, and landscape recreation, but due to the disorderly discharge of production and domestic sewage along the line, non-point source pollution in the mining area, and imperfect drainage system in the river basin, it has become a "Longsu Ditch" that everyone avoids.
To control water, it is necessary to treat the symptoms and even more to cure the root causes. In this regard, MCC Huatian "tailored" specific rectification plans and prescribed "source treatment, watershed governance, systematic governance, and governance according to law". Under the high-level promotion of the Municipal Party Committee and the Municipal Government, dismantle the mining, chemical and scattered polluting enterprises in the birthplace, implement the ecological restoration of the mine; coordinate the rectification of the upper and lower reaches of the Cihu River and the main tributaries, use the artificial wetland technology to carry out ecological activation and water quality improvement of the tailwater of the sewage plant; carry out the diversion and mixing of rain and sewage in roads and communities, carry out pipe network repair and river dredging; upgrade the standard of the sewage treatment plant and improve the sewage treatment capacity; implement the river chief system, establish the operation and maintenance mode, and install monitoring facilities... In order to treat both the symptoms and the root causes, MCC Huatian has gathered its strength through a series of measures such as "intercepting sewage pipes, dredging barges, improving pipe networks, changing open channels from hidden culverts, and replenishing water ecologically". For example, dredging and dredging more than 1.3 million cubic meters of river channels to enhance the self-purification ability of water bodies; ecological restoration of the original hard barges, design of ecological partition walls, and addition of landscape corridors; the entire line of more than 30 kilometers of hidden culverts that have not been treated for a long time, of which nearly 5 kilometers are presented in the landscape of the Ming River, which is smoothly connected with the surrounding water system; the use of external ecological water replenishment, the setting of improved water pumps, the improvement of water fluidity, the increase of dissolved oxygen content of water bodies, so that "flowing water is not corrupt"...
Nowadays, 33 black and odorous water bodies are "washed" to exhaust the dirt and dirty, realize the purification and circulation of water bodies, and maintain no return to black and odor; the Yushan River, Cihu River, and Yongfeng River water are clear and green, the fish are shallow, and the environmental "depression" is gorgeously transformed into a beautiful landscape; the rain and sewage diversion and rain and sewage mixing transformation of 315 communities, 220 roads, 180 government institutions and 350 enterprises have all been completed, and 142 industrial enterprises have generated about 5,000 tons of sewage per day.
