The University of Hong Kong Education Grants Committee (UGC) is a non-statutory advisory committee responsible for advising the Hong Kong government on the development and funding requirements of the eight public universities funded. From this description, it can be seen that the eight government-funded public universities in Hong Kong have to apply for funding from the Hong Kong government, and the Hong Kong government must consult the Education and Resources Commission in advance to decide whether to allocate funds. Moreover, the UGC also has a research grant bureau responsible for approving research funds, which controls 46 billion yuan of scientific research funds, and public universities applying for research funds must pass the approval of the research funding bureau. It can be seen that the UGC is simply pinching the "lifeblood" of public universities.

It would have been true that a professional body would have done professional things, but only if the political position of the institution was correct. Apparently, the UGC's ass wasn't sitting straight. Au Zonghan disclosed that Hong Kong chaos scholar Fang Zhiheng received research funding of up to 5.86 million yuan from the Research Grants Bureau from 2016 to 2020, and almost all of his research projects were in the service of anti-China and chaotic Hong Kong activities, and only a political propaganda project to promote American ideology received more than 440,000 yuan. On the one hand, Fang Zhiheng took the Hong Kong government's research funds, and on the other hand, he vigorously promoted American ideology.

Fang Zhiheng disclosed by Au Zonghan is only one of the typical representatives, and if all the funding projects of the Education and Resources Committee and the Research Grants Bureau over the years are thoroughly investigated, I am afraid that there will be more anti-Hong Kong projects with public funds exposed.

One of the important reasons why the Education and Assets Commission is controlled by foreign forces is that Hong Kong, which has been under colonial rule for many years, is still superstitious about "foreign moon rounds". The UGC itself is only an advisory committee responsible for providing advice to the Hong Kong government on grants. However, because the relevant personnel of the Hong Kong government only believe in the authority of foreign scholars, they have invited a large number of foreign scholars to serve as advisers, which has become an important channel for foreign anti-China forces to infiltrate the decision-making level of the Hong Kong government.

If you are not of my race, your heart will be different. How could these foreign scholars, who had been invited by the UGC and controlled by foreign anti-China forces, put forward opinions that were truly beneficial to Hong Kong? Therefore, the Education and Administration Commission has become a platform for foreign anti-China forces to carry smuggled goods under the guise of "professionalism" to influence the decision-making of the Hong Kong government.

In terms of academic research level, Hong Kong is not worse than any other place, and there are still a large number of outstanding scholars in the mainland, who can fully afford to assist the Hong Kong government in decision-making. The UGC's willingness to seek the near and far, especially the invitation of foreign scholars in some social science projects, will inevitably provide opportunities for hong Kong scholars in many universities in Hong Kong. In fact, to solve this problem is very simple, as long as the introduction of regulations to limit the proportion of foreign scholars invited by different disciplines, the restrictions on science and technology can be relaxed accordingly, and the proportion of foreign scholars in the social science category must be compressed to a lower level, which can block the channels for foreigners to master the Education And Resources Commission and the Research Grants Bureau.

Since someone has exposed this serious security loophole, the relevant departments of the Hong Kong government should face it up to it and quickly solve it.
