On the shore of Bohai Bay, the tail of the Yellow River, a large area of white snow-like reed flowers swaying in the wind, and flocks of birds soaring in the reeds, Shandong Dongying Yellow River Estuary Wetland is becoming the largest natural vegetation area of the new wetland along the coast of China. Here, wetlands coexist with the city, where more than 6 million birds breed, overwinter and migrate each year, earning it the nickname "bird international airport".

Dongying is located in the Yellow River Delta region in northern Shandong Province, where the Yellow River flows into the Bohai Sea. The city is a typical plain city, with poor water fluidity, weak self-purification ability, and difficulty in improving water quality. In recent years, Dongying has taken the strengthening of water environment governance as a major task to promote the ecological protection and high-quality development of the Yellow River Delta, treating both the symptoms and the root causes.

Wang Xiufeng, vice mayor of Dongying City, introduced that Dongying City has drawn 11 professionals from 8 departments such as the local ecological environment bureau, water affairs bureau, and public security bureau to set up a municipal water environment working group, which is specifically responsible for the top-level design, standard formulation, supervision and dispatch of water environment governance, carrying out "list-style" operations from the source, notifying the city's township streets and streets every week of exceeding the standard section, and directly interviewing the leaders of the town office. After being interviewed in Le'an Street, Guangrao County, it was clear that all 86 sewage outlets in the jurisdiction were blocked. Zhu Guosheng, director of the Le'an Street Office in Guangrao County, told reporters that now, an enterprise with a sewage pipe into the sewage treatment plant, once the problem is found, it can be traced directly from the destination to the enterprise to avoid mutual ridicule.

Since the beginning of this year, all the river sections above the provincial control of Dongying City have met the requirements of the assessment target, and the improvement of water environment quality ranks first in Shandong Province. Birds have the most say in whether the water quality is good or bad. Nowadays, there are more and more egrets, wild ducks, swans, etc. in Dongying Urban Area and its surrounding waters and wetlands transiting or inhabiting, and the Oriental White Stork, a national first-class protected animal, has begun to settle in the urban area. With the continuous improvement of the water quality of the rivers entering the sea, the water quality of the coastal waters has continued to improve, and the proportion of excellent water quality in the first quarter and the second quarter of this year reached 86.7% and 83.2% respectively. The number of marine zooplankton has increased from 13 in 2017 to 24 at present, and the species of macrobenthic animals have been stable and the biomass has gradually increased.

A good ecological environment has become the background for the high-quality development of Dongying. Dongying persistently promotes green development, and coordinates to promote high-quality economic development and high-level protection of the ecological environment. In order to fully promote the overall leap of the entire industrial chain of traditional industries, Dongying Economic and Technological Development Zone has set up a special fund of 20 million yuan for technological transformation, and 98 new technological transformation projects have been established, and emerging industries have sprung up like mushrooms.

In the production workshop of Shandong Bochum Rail Transit Equipment Technology Co., Ltd. located in Dongying Economic and Technological Development Zone, the trial production of the first rolling of rough wheels is being carried out intensively. "The successful test rolling of the rough wheel means that the dream of localization and internationalization of high-speed rail wheels is about to become a reality in Dongying." Hu Renwei, deputy general manager of Shandong Bochum Rail Transit Equipment Technology Co., Ltd., said that in order to open up the whole industrial chain of high-speed rail wheels, Dongying Development Zone planned a rail transit equipment industrial park in advance, and reserved land in advance for front-end axle material manufacturing in the new material industrial park to help enterprise development.

In recent years, more and more head enterprises like Bochum Rail Transit have settled in Dongying, resulting in a huge upstream and downstream driving effect, effectively improving the modernization level of the industrial chain supply chain, and promoting the high-quality development of new materials, aerospace, transportation equipment manufacturing and other industries. Since the beginning of this year, the region has implemented 141 key industrial projects under construction with a total investment of 84.8 billion yuan, the output value of new materials and high-end equipment manufacturing industries in the region has increased by 31.3% and 60.4% respectively year-on-year, and the standardized scientific research institutions at or above the provincial level have developed to 71, including 8 at the national level, breaking out of a "butterfly change" road of building an advanced manufacturing highland.

At present, the Airport Industrial Park of Dongying Economic and Technological Development Zone is actively integrating into the two national strategies of large aircraft development and Beidou navigation system, and developing high-value-added airport industry and high-end aviation service industry. At the same time, taking Dongying City's approval of the first batch of civil unmanned aerial aviation pilot zones in the country as an opportunity, we will accelerate the transformation and industrialization of technological achievements and provide strong support for the high-quality development of the whole region.
