Notice on controlling noise pollution sources during the 2021 high school entrance examination

In order to create a quiet examination and rest environment for candidates, in accordance with the provisions of the Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution, the Administrative Measures for the Prevention and Control of Urban Environmental Noise Pollution in Beihai City, and the relevant requirements of the Ministry of Ecology and Environment on the control and supervision and inspection of noise pollution sources during the middle and high school entrance examinations, combined with the actual situation in our city, it was decided to strictly supervise and manage all kinds of environmental noise sources in our city from May 29 to June 26, 2021. The notice is hereby announced as follows:
First, industrial enterprises that produce noise pollution within the scope of the city must take effective measures to reduce the impact of noise on the surrounding living environment and meet the environmental noise emission standards stipulated by the state for industrial enterprises.
2. Units and individuals that are engaged in construction and interior decoration of buildings (including decoration projects) and discharge construction noise into the surrounding environment within the scope of the city must comply with the environmental noise emission standards of the construction site boundaries stipulated by the state, and prohibit construction work that produces environmental noise pollution at noon (12:00-14:30) and at night (22:00-06:00 the next day); from May 29, continuous construction at night will be gradually restricted. Construction is prohibited all day during the high school entrance examination period (June 7-8, June 23-26), and applications for continuous construction of all construction projects are suspended from June 1 to June 8 and June 22 to June 26.
3. All entertainment venues (including but not limited to music bars, dance halls, and KTV) within the urban area must take effective measures to ensure that the boundary noise does not exceed the emission standards stipulated by the state; within the urban area, it is not allowed to engage in open-air karaoke business.
Fourth, it is forbidden for any unit or individual to use high-pitched broadcast loudspeakers within the city's urban limits. It is forbidden to use loudspeakers or other methods to attract customers by means of loudspeakers in commercial business activities. Places that use sound in public places in urban areas must control the volume to ensure that there is no noise impact on the surrounding environment. Mass entertainment and fitness activities carried out in public places such as squares, streets and alleys, and open spaces in residential areas should be suspended or other effective measures should be taken to control the volume so as not to cause noise pollution to surrounding residents.
V. When using household appliances, musical instruments or other indoor entertainment activities in the home, the volume shall be controlled or other effective measures shall be taken to avoid environmental noise pollution to surrounding residents.
6. During the middle and high school entrance examination period (June 7-8, June 23-26), other types of noise disturbance behaviors are prohibited within 500 meters of the test center throughout the day, so as not to interfere with the candidates' examination and rest; strictly control the noise pollution of motor vehicles, and all motor vehicles are prohibited from honking or sounding alarms in the urban area, especially around the examination room during the examination period.

Seventh, all functional departments must strengthen the supervision and management of all kinds of noise, and perform their duties. The Municipal Comprehensive Administrative Law Enforcement Bureau is responsible for the supervision of noise pollution in construction sites and industrial enterprises, the Municipal Public Security Bureau is responsible for the supervision of noise pollution in social life, the Municipal Bureau of Tourism, Culture and Sports is responsible for the Municipal Comprehensive Administrative Law Enforcement Bureau to assist in the supervision of noise pollution in cultural and entertainment venues, and the Municipal Housing and Urban-Rural Development Bureau is responsible for inspecting and guiding construction enterprises to scientifically prepare construction plans, reasonably arrange operation time, and organize construction in strict accordance with construction plans. Violations of the above provisions shall be strictly investigated and dealt with by the Municipal Comprehensive Administrative Law Enforcement Bureau, the Public Security Bureau, the Tourism, Culture and Sports Bureau, the Market Supervision and Administration Bureau, and other relevant departments in accordance with law.
