Laos is a country with great restrictions on domestic development by terrain, more than 80% of the country's territory is mountainous and primary forests, only a few plains can build cities, the development space is very narrow, but the country also has a unique advantage, that is, rich hydraulic resources, Laos has more than 20 rivers more than 200 kilometers long, flowing through the country Mekong River and its tributaries are very turbulent, containing huge hydraulic resources, in order to exploit these water resources, Laos has been in contact with China as early as the 90s of the last century, hoping to let the Chinese side help build the hydropower station, and China did not let the country hope, after the inspection believes that the country's southern European river can be developed, so it signed an agreement with Laos and obtained the right to operate the river for 29 years.
According to the results of exploration, China decided to divide the Nan'ou River into 7 sections for development, along the way to build 7 hydropower stations and reservoirs, the amount of water in the Nan'ou River itself is not large, the terrain flowing through is different, the flow rate and water volume are also different, and Chinese engineers have designed these seven hydropower stations for these characteristics, several hydropower stations in the upper reaches of the Nan'ou River have adopted a high water level and small flow power generation mode, through the construction of higher dams to raise the water level, resulting in a higher drop in power generation, Several hydropower stations downstream adopt a low-water level and high-flow power generation model, not deliberately raising the river water level, but simply relying on the kinetic energy of the turbulent water flow itself to generate electricity.
And in view of the agricultural production characteristics of Laos itself, Chinese engineers have also adjusted the water storage of the Nanoujiang 7-level hydropower station, some of the hydropower stations located near the main agricultural production areas focus on agricultural water supply, with higher water levels and larger water storage, which can form artesian irrigation to provide abundant irrigation water for the surrounding farmland, while some hydropower stations farther away from the farmland have lower water storage levels, mainly focusing on power generation, these special designs make the Nan'oujiang 7-level power stations function differently, can maximize agricultural benefits.
Not long ago, the last hydropower station in the seven-level hydropower station of the South Oujiang River was fully completed and connected to the grid for power generation, marking the full completion of the entire project, the total investment of this project is more than 6 billion US dollars, the power generation capacity is about 5% of the Three Gorges Hydropower Station, although the scale is not large, but it is enough to meet the use of laos throughout the country, and China has also handed over the advanced basin-wide allocation technology to Laos, and more than a dozen hydrological stations and rain stations have been built along the Southern Europe River, and all the hydrological conditions and water quantities in the entire large river basin can be grasped through the basin dispatch center.
This gives Laos the ability to actively regulate the annual flow of the Southern European River, once the dispatching center finds that the water volume of a certain section of the basin is low and cannot provide water supply for the surroundings, it can order the upstream hydropower station to increase the discharge flow to supplement, and if it is found that a certain section of the river has more water, it can order the downstream hydropower station to increase the water storage capacity and realize the dynamic adjustment of the entire large river volume.
