Shenzhen News Network, January 21, 2022 (Reporter Feng Muyuan Correspondent Bao Yufeng) The 2022 Spring Festival has arrived, and many citizens who are eager to return home have embarked on the way home. At the same time, some operators of "black cars", "black buses" and "black buses" are also eager to engage in cross-city illegal operations. To this end, the Shenzhen Transportation Administrative Law Enforcement Detachment (hereinafter referred to as the "Law Enforcement Detachment") combined with the road inspection during the Spring Festival and the complaints and reports of the public, timely investigated and dealt with cross-city and inter-provincial illegal operation cases and cases of passenger bus violations, and at the same time did a good job in epidemic prevention and control to ensure that citizens were comfortable, assured and warm on their way home from the Spring Festival.
On the evening of January 18, the Longhua Brigade of the Law Enforcement Detachment conducted an inspection around the Shenzhen North Railway Station and found a seven-seater small ordinary passenger car with a Xiang L number plate waiting for passengers to board the bus on Mintang Road. Seeing the situation, the law enforcement personnel came forward to show their documents and identify themselves, and immediately checked the nucleic acid test records of the driver and the 3 passengers on the car, and carried out an inquiry and investigation at the same time.

After investigation, the passengers on the bus had already undergone nucleic acid testing on January 18, but the nucleic acid test results were not released, and the passengers had never left Shenzhen in recent months. However, when law enforcement officers checked the driver's nucleic acid report, they found that the driver had never landed on the "Yue Kang Code". When looking at the health code of the driver's place of residence, law enforcement officers also did not find any nucleic acid test reports of the driver.
When the law enforcement officer asked the passengers about the way to get on the bus, the passenger Miss Ouyang said: "I originally wanted to take the high-speed rail back to Chenzhou, Hunan at Shenzhen North Railway Station, but my nucleic acid test results have not yet come out, and I want to go home in a hurry, so I let people contact the driver for me, and after getting on the bus, I will pay the driver the fare." "After the investigation and evidence collection is completed, the law enforcement officers settle the passengers, hoping that they can patiently wait for the nucleic acid results and then ride home through formal channels."
Subsequently, law enforcement officers inquired and investigated the driver Huang Mou and informed him of the importance of epidemic prevention and control. The driver, Huang Mou, admitted to his illegal operation, and the passengers were contacted by phone to get on the bus, and had paid the fare from Longhua, Shenzhen to Chenzhou, Hunan.
According to the investigation and evidence collection, the law enforcement personnel believe that the driver Huang is suspected of using a vehicle that has not obtained a cruise vehicle operation certificate to engage in cruise car operation services, and according to Article 59 (2) of the Regulations on the Administration of Taxis in the Shenzhen Special Economic Zone, the law enforcement personnel issued a "Notice of Illegal Conduct" to the driver Huang and temporarily detained the vehicle for 30 days. After the investigation and evidence collection, the law enforcement personnel took the driver Huang mou to the nucleic acid testing point of Shenzhen North Railway Station to complete the nucleic acid sampling.
Although the epidemic prevention and control situation in Shenzhen is constantly improving, and everyone's travel needs have also picked up, the law enforcement detachment reminds the public: no matter when and where, do not take illegal vehicles. Illegal operation of vehicles without road transport business qualifications, vehicles without disinfection, failure to implement epidemic prevention measures, there are great safety hazards. Once a traffic accident or service dispute occurs during operation, it is likely to lead to no complaints from passengers and no protection of legitimate rights and interests.
At the same time, Shenzhen will continue to do a good job in epidemic prevention and control "strictly and tightly", and the citizens must not leave the deep and not go out of the province, and those who really need to leave the deep must hold a negative nucleic acid test certificate within 48 hours, and do a good job in personal protection throughout the process. During the Spring Festival inspection, law enforcement personnel will carefully check the nucleic acid test certificates of drivers and passengers. During the Spring Festival, if you find illegal operation of blue-plate cars, "black buses", unlicensed buses and passenger shuttles that do not follow the prescribed routes, please call 12328 to complain and report.
