"Sichuan is the first region to propose a central legal district." He noted that since then, Fujian, Jilin, Shanghai, Xi'an and other places have also begun to attach importance to the role of the rule of law environment in promoting the business environment, and then have successively paid attention to this field, "proving that Sichuan's understanding of the business environment is keen."
It is worth noting that on January 18, the "2021 Annual Case of China's Reform" was released, and Sichuan Province used reform thinking and innovative methods to build the Tianfu Central Legal Affairs District and recommended it as a provincial-level annual special case. Among them, the case recommendation pointed out that in order to build a legal environment and business environment compatible with the socialist market economic system, Sichuan Tianfu New Area improved the management mechanism and policy system, promoted a number of pilot reforms in the political and legal fields, accelerated the convergence of high-energy legal resources, promoted the integrated development of "government, business, study, research and enterprises" and the development of the whole chain of legal affairs, used reform thinking and innovative methods to open up a new path for the construction of modern legal affairs agglomeration areas, and took the lead in exploring and building "based on Sichuan, radiating the western region, influencing the whole country, and facing the world" Tianfu Central Legal District.
Li Shiliang said that the advantage of the Tianfu Central Legal District lies in the linkage of provinces and municipalities, and the provincial and municipal districts have set up leading groups and introduced planning plans, which are not available in other places. At the same time, the Tianfu Central Legal District has also received a lot of support, for example, this year's Sichuan Provincial Court Work Report pointed out that the Tianfu Central Legal District successfully added the Chengdu Trial Site of the Fifth Circuit Court of the Supreme Court and the International Commercial Court.
Of course, Li Shiliang also mentioned that after more than a year of development, the Tianfu Central Legal Affairs District is also facing some challenges, such as industry, institutions, policies and other issues, "at this time, planning is more critical."
According to the experience of the industry, Li Shiliang suggested that the Tianfu Central Legal Affairs District should strengthen industrial construction, because the law as a service industry cannot exist independently, "only in areas with developed industries, the legal industry will be more developed." In his view, the Tianfu Central Legal Affairs District should increase the attraction of well-known international and domestic institutions, and gather talents with industrial technology, so as to produce a greater aggregation effect and siphon effect.
