"In the past ten years, our province has made great achievements in highway, airport, railway construction, etc., but from the perspective of comprehensive three-dimensional transportation, there are still shortcomings, mainly in the water transport sector." Therefore, it is hoped that our province can further attach importance to the construction of water transport. Zhang Youjing, a member of the Provincial Committee of the Chinese People's Political Consultative Conference, said that his proposal this year focuses on this aspect of making up for the shortcomings of water transportation in our province.

It is understood that Guizhou is located in the upper reaches of the Yangtze River and the Pearl River, is one of the 14 non-water network provinces in the country, and there are 93 rivers with a length of more than 50 kilometers, of which 33 rivers with a length of more than 100 kilometers, with a total length of 11270 kilometers, covering 74 counties (cities, districts).
"Although the advantages of water transport are obvious, due to various objective reasons, for many years, water transport has been a short board and weakness in the comprehensive transportation system of our province, and the problems of low waterway grade, many obstructive locks and dams, and low investment have not been effectively solved." Zhang Youjing said.
Therefore, in order to make up for the shortcomings of water transportation in the comprehensive three-dimensional transportation system of our province, promote the construction of a demonstration province in the western part of the transportation power, and give full play to the role of transportation as a "pioneer" in the modernization construction. Zhang Youjing made the following suggestions:
The first is to mainly attack the water transport out of the provincial channel. It is recommended to accelerate the upgrading of the Wujiang waterway, the construction of 1,000-ton navigation facilities for the Longtan Hydropower Station, and the projects from Qingshuijiang Baishi to Fenshui Creek, so as to achieve a waterway passage capacity of 20 million tons at an early date.
The second is to accelerate the construction of ports. Optimize the layout of port functions, accelerate the transformation and upgrading of ports, and form a port logistics service system with reasonable layout and complementary functions. Accelerate the construction of important port hubs such as Luodian Port, Wangmo Port, Bozhou Port, Kaiyang Port, Sinan Port, etc., and make overall plans to promote the construction of general ports.

Focus on the planning and construction of a highway network and a railway network connecting Guiyang Kaiyang Port Area, Datangkou Port Area, Zunyi Sanxing Port Area, Wong'an River Boundary River Port Area, Kaili Port Area and other collection and transportation channels.
The fourth is to strengthen the planning and construction of the park. Actively guide the layout of basic energy, new building materials, modern engineering, equipment manufacturing and other industries along the river, rely on the advantages of connecting the Yangtze River with the Wujiang River, the Panjiang River from the north and south to the Hongshui River to connect the Pearl River, realize the "qian goods out of the mountains", and build the Wujiang and Hongshui River basin coal, electricity, phosphorus, coal, electricity, aluminum, coal chemical, coal, steel, and stone industry economic corridors, forming a new economic growth point.
Fifth, increase capital investment. According to statistics, since the founding of New China, the cumulative investment in water transport has been less than 18 billion yuan, which is about 1% of the investment in other modes of transportation, and the investment is seriously insufficient, which has become the pain of water transport development, and it is recommended to further increase capital investment.
