According to the news of "Clean and Honest Zhuzhou" on January 19, Zhang Wangnian, former secretary of the party branch of Zhushan Village, Baiguan Town, Lusong District, and Zhang Cailan, former member of the village committee and director of women's affairs, were suspected of serious violations of discipline and law and are currently undergoing disciplinary review and supervision and investigation by the Discipline Inspection Commission of Lusong District.

Zhang Wangnian, male, Han ethnicity, born in December 1961, Zhuzhou, joined the Communist Party of China in December 1999. From April 2014 to April 2017, he served as the secretary of the party branch of Zhushan Village, Baiguan Town, Lusong District.

Zhang Cailan, female, Han ethnicity, born in August 1967, Zhuzhou, joined the Communist Party of China in June 2013. From April 2014 to April 2017, he served as a member of the village committee and women's director of Zhushan Village, Baiguan Town, Lusong District.

The reporter learned that as early as 2018, the Lusong District Discipline Inspection Commission Supervision Committee disclosed Zhang Wangnian's information about disciplinary cases. According to this information, Zhang Wangnian was given a serious warning within the party for violating mass discipline, financial and economic discipline, and state laws and regulations. The disciplinary issues he was involved in included: illegal deduction of subsidy funds for the renovation of dangerous houses, illegal misappropriation of ecological forest compensation funds, and illegal contracting of "homes for the elderly" to parties without construction qualifications to build houses.
