As long as investors inquire through the APP, they can know whether the investment has touched the bottom line of local ecological constraints.
"Three lines and one single" refers to the ecological protection red line, the environmental quality bottom line, the resource utilization line and the ecological environment access list. In December 2018, Hainan fully launched the preparation of "three lines and one single". Hainan's "three lines and one single" has delineated a total of 871 environmental control units throughout the province, which are divided into three categories: priority protection units, key control units and general control units, and implement zonal control. Among them, there are 582 priority protection units, accounting for 52.61% of the province's land area and 35.98% of the province's total coastal sea area; 172 key control units, accounting for 12.64% of the province's land area and 6.22% of the province's total coastal sea area; 117 general control units, accounting for 34.75% of the province's land area and 57.8% of the province's total coastal sea area. In addition, Hainan has also publicly released the "Hainan Ecological Environment Access List (2021 Edition)" containing the requirements of the whole province, five major areas, cities and counties, each control unit and all levels of control in coastal waters.
Hainan regards the results of "three lines and one single" as an important reference basis for the access of the project environmental impact assessment industry and regional access, and projects that do not meet the requirements of the ecological environment access list will not be approved according to law. The environmental control units and ecological environment access list determined in the "three lines and one list" are an important basis for policy formulation, planning, resource development, industrial layout, structural adjustment, urban construction and major project site selection in the region, and all localities and units must not make flexible breakthroughs or lower standards.
In order to let this information be mastered by investors and relevant departments of local governments in advance, the Hainan Provincial Department of Ecology and Environment commissioned the Provincial Big Data Bureau to develop a "three-line and one-single" mobile app to facilitate the resolution of contradictions related to investment promotion, development promotion and spatial conflict, project access and industrial distribution, and provide intelligent research and judgment. At present, the analysis and comparison service provided in the "three lines and one single" with the nature reserves, drinking water source protection areas, densely populated areas and other related areas in more than 40 planning areas in the province can avoid the risks of government decision-making and promote the implementation of major plans.
