In order to further improve the level of public services in Qingpu District and enhance the happiness and satisfaction of citizens, it is planned to build a new civic center in the central business district of Qingpu New Town, which functions as a district-level citizen administrative service center.
The site of the project is located in the pilot start-up area of the central business district of Qingpu District, on the south side of Zhuying Road, the west side of Chengzhong North Road, the north side of ShangdaHe River, and the east side is close to the central area of Shangdahe Park, with superior landscape conditions. The planned land area is 35 mu, the plot ratio is 3.0, the construction area on the proposed ground is 71,600 square meters, and the total investment is expected to exceed 1 billion yuan.
At the time of the launch of the "Yangtze River Delta Digital Trunk Line" construction, in accordance with the comprehensive, convenient, intelligent and standardized construction requirements, the completion of the Civic Center will further optimize the software and hardware conditions of the Qingpu District Administrative Service Center, provide residents with more convenient one-stop services, and become the benchmark for the digital transformation of the Yangtze River Delta Integration Demonstration Zone. This project is also the first public building project in shanghai's five new cities in 2022 to carry out a call for proposals.
Applicant Eligibility Requirements
1. The applicant must be an independent legal person;
2. The domestic applicant (refers to a legal person registered in China, the same below) must have a Grade A qualification certificate in the construction industry (construction engineering) or Grade A or above in the architectural design firm;
3. Overseas applicant (refers to a legal person registered outside China, including Taiwan, Hong Kong and Macao, the same below) must be legally registered in his country or region and have the corresponding design license; if the overseas applicant has registered a subsidiary in China and participated in the name of the subsidiary, the subsidiary is regarded as an overseas applicant and does not require the qualifications of the domestic applicant in Article 2, but needs to provide proof of its relationship with the overseas parent company;
4. This project does not accept consortiums.
