  As China's largest land port, Manzhouli will have 4,235 China-Europe express trains entering and leaving in 2021, an increase of 650 over 2020, an increase of 18%.

  At present, the China-Europe express train entering and leaving through the Manzhouli Railway Port reaches 13 countries and 28 cities in Europe, and the export goods include daily necessities, household appliances, industrial machinery, metals, agricultural and sideline products, etc.; imported goods include auto parts, plates and food, and the round-trip heavy container rate of the train is 100%.

  The China-Europe Express has built a new all-weather, large-volume, green and low-carbon land transportation channel, which effectively guarantees the stability of the global industrial chain and supply chain.

  The opening of the China-Europe express train in the autonomous region has raised the opening of Inner Mongolia to the north by a notch.

  On December 29, 2021, the first "Qingcheng" Hohhot-Moscow China-Europe express train was launched, becoming the 10th China-Europe train line in the central and western regions of Inner Mongolia; on January 12 this year, the "Urat Hou Banner" China-Europe express train was officially launched, carrying 50 containers of high-quality agricultural products such as oil sunflower seeds to Moscow.

  Achieving trade liberalization with countries along the Belt and Road is the best footnote to Inner Mongolia's implementation of the Belt and Road Initiative.

  Facilities connectivity, unimpeded trade, financial integration, and people-to-people ties are the luscious fruits of opening up to Inner Mongolia.

  According to Manzhouli Customs statistics, from January to November 2021, the import and export of foreign trade in Dongsimeng City, Inner Mongolia was 31.95 billion yuan, an increase of 16.5% compared with the same period last year. Among them, exports were 11.02 billion yuan, an increase of 32.2%; imports were 20.93 billion yuan, an increase of 9.7%.

  Under the epidemic situation, such achievements are not easy, and it also reflects the realization of the value of Inner Mongolia's opening to the north in the national strategic layout.

  Spanning the "three norths", bordering Russia and Mongolia, and bordering eight provinces and regions, Inner Mongolia is an important hub of the mainland's "opening up in the north and joining the south, entering and leaving the west from the east", and has superior conditions for land-sea combined transport.

  Building Inner Mongolia into an important bridgehead for the mainland's opening up to the north is the strategic positioning tailored for Inner Mongolia by General Secretary Xi Jinping from the perspective of coordinating the two overall situations at home and abroad, and it is also the practical need for Inner Mongolia to promote a higher level of opening up and promote high-quality development with a high level of opening up.

  In recent years, the pace of Inner Mongolia's opening up has been accelerating. During the "13th Five-Year Plan" period, the total import and export volume of the whole region increased by an average annual rate of 8.5%, and the service transit China-Europe express train accounted for nearly 50% of the country. The construction of platforms such as the Manzhouli and Erenhot National Key Development and Opening Pilot Zone and the Hulunbuir China-Russia-Mongolia Cooperation Pilot Zone has been steadily advancing, and the role of the bridgehead for opening up to the north has become increasingly apparent.

  Set sail, the port economy prospered and enriched the people

  The opening to the north has given many border towns in Inner Mongolia the opportunity to take off.

  The port is the basis for opening to the north. Relying on the Ganqi Maodu Port, the Urat Banner of Bayannaoer City will build the Jinquan Industrial Park into an important national coal chemical and nonferrous industrial smelting base and a place to undertake port transit resources.

  Located on the edge of the Badain Jaran Desert, the once remote and desolate Ceke Port, because it is located in the northern traffic of the Silk Road Economic Belt, the western wing of the China-Mongolia-Russia Economic Belt has benefited from the strategy of opening up to the north, and the annual import of more than 10 million tons of energy resources has made the Ceke Port the third largest port in the region.

  With the help of geographical advantages, Erenhot City has taken the processing of imported resources as an important means of developing the regional economy, and a number of wood processing projects have driven the development of the city's industrial economy.

  East Uzumuqin Banner borders Mongolia, relying on rich non-ferrous metal mineral resources, changing the single animal husbandry economic pattern that has remained unchanged for many years, and building a resource-based industrial economy and an export-oriented economy.

  The opening up of Inner Mongolia to the north has not only prospered the border, but also enriched the people.

  Sun Yulong seized this opportunity. A few years ago, he came to Manzhouli alone, premonition that Russian specialty food will have a huge demand in the domestic market, in 2015, Sun Yulong established Manzhouli Manchuria Russian Food Processing Co., Ltd., the production of sausages, leba, tiramisu and other special foods. At present, Sun Yulong's company has more than 70 food types, which are exported to more than 20 provinces and cities across the country. Backed by the port city of Manchuria, Sun Yulong's specialty food business is booming.

  Similarly, Erenhot Haogang Fruit and Vegetable Grain and Oil Import and Export Park Co., Ltd. benefited from the development of the port, from a former wholesaler to an import and export enterprise that now occupies more than 70% of mongolia's fruit and vegetable market.

  Inner Mongolia has 19 ports and 8,000 miles of national borders, and its unique location, cultural and resource advantages are making the momentum of opening up and cooperation more rapid, and the port economy and pan-port economy are becoming more and more extensive.

  Since 2020, affected by the epidemic, all ports in the region have been affected to varying degrees, and with the improvement of the trend of epidemic prevention and control, the port economy is returning to its former vitality.

  Ascending high and looking into the distance, the bridgehead stands towards the taotou

  In order to better open up, Inner Mongolia is constantly upgrading itself.

  Optimizing the business environment is the top priority, in order to promote trade facilitation, in 2021, our region will promote the development of cross-border e-commerce and strengthen the supervision and inspection of the construction of the three approved cross-border e-commerce comprehensive test zones. Support the construction of cross-border e-commerce core channels at Erenhot Ports, and prepare for the construction of cross-border secondary nodes in Hohhot Customs Area. From January to October last year, the import and export volume of cross-border e-commerce reached 210 million yuan.

  Clean up the import and export links at the port. Take the lead in finance, development and reform, transportation, market supervision and other departments to vigorously rectify the problem of arbitrary charges at ports. Abolish fees such as weighing fees, port facility maintenance fees, and railway cargo transportation and miscellaneous fees.

  Consolidate and compress the overall customs clearance time, and the overall customs clearance time of port imports and exports has been compressed by 50% compared with 2017.

  In response to the epidemic situation, the import and export license of goods has fully implemented the "no meeting" service for administrative examination and approval matters, unified business standards for issuing certificates, and handled the whole process online, realizing online application and review and providing free mailing services.

  While enhancing "soft power", our region is also constantly building a hardware foundation.

  Taking Wulanchabu, one of The Top 100 Foreign Trade Cities in China, as an example, in terms of land passages, we have cooperated with Russia and Mongolia to build the "Sanwu Corridor" of Ulanqab-Ulaanbaatar-Ulan-Ude; in terms of the sea passage, we have cooperated with Tianjin Port and Caofeidian Port to build an inland port, opened up a multimodal logistics channel, and built a cross-border two-way logistics service system, which is the lowest cost of Russian and Mongolian products; in terms of air channels, Jining Airport has completed the transformation of the international process of the terminal.

  At present, the three-dimensional international logistics channel in Inner Mongolia has initially taken shape, injecting hard nuclear strength into further opening up to the north.

  On November 27, 2021, the 11th Party Congress of Inner Mongolia was successfully held, and the report of the Party Congress proposed: It is necessary to expand opening up in an all-round way, actively integrate into the joint construction of the "Belt and Road", continue to deepen regional economic cooperation, accelerate the construction of a global open platform connecting inside and outside, radiating peripherals, gathering and dispersing resources, and integrating and integrating factors, deeply integrate into the domestic and international markets, better transform location advantages into open advantages and development advantages, and create an important fulcrum for the mainland's inland open highlands and opening up along the border.

  Standing in the new era, the time for a new journey is not waiting for me.

  In the future, how will Inner Mongolia promote high-level opening up?

  Wu Tielin, director of the Macroeconomic Research Center of the Autonomous Region, believes that international cooperation is the trend of the times, and the mainland's door to opening up to the outside world will only open wider and wider. Inner Mongolia should transform its advantages in location along the border into economic advantages and carry out the work of opening up to the outside world. In the future, Inner Mongolia should not only actively participate in the "internal cycle" and strive for a favorable industrial division of labor, but also further participate in the "external cycle" and expand the scope of integrating resources and markets. Integrate integration into the domestic market with opening up to the outside world, link the development of Inner Mongolia with the development of the world, continuously expand mutually beneficial cooperation with other countries, give play to the geographical advantages of opening up to the north, actively integrate into the "Belt and Road" initiative, build a more active attitude in the China-Mongolia-Russia Economic Corridor, build a high-level open platform such as the China (Manzhouli) Cross-border E-commerce Comprehensive Pilot Zone, implement the expansion and transformation of the Erenhot Railway Port, vigorously develop the pan-port economy, and promote the transformation of the channel economy into a landing economy.
