State Post Bureau: "Secondary Security Inspection" Before Mail Delivery in Beijing

The Beijing 2022 Winter Olympic and Paralympic Winter Games (hereinafter referred to as the Winter Olympics) will be held soon. In order to ensure the smooth holding of the Winter Olympic Games, the State Post Bureau, the Ministry of Public Security, and the Ministry of State Security issued circulars on matters related to strengthening the safety management of items sent during the Winter Olympic Games.

The circular points out that delivery enterprises should strengthen the safety inspection of goods sent during the Winter Olympic Games. Postal enterprises and express delivery enterprises (hereinafter collectively referred to as delivery enterprises) shall implement the main responsibility for safety management in accordance with law, strictly abide by the regulations on the management of items prohibited from being sent and delivered, and strictly implement safety management systems such as real-name receipt and delivery, receipt and delivery inspection, and machine security inspection. Strict implementation of the real-name receiving and sending system, in addition to the letter and the user who has signed a security agreement to send the mail express mail, the sending enterprise will check and register the identity of the sender, confirm that the identity card is consistent before receiving and sending; for the sender refuses to show a valid identity document, the identity information filled in the mail details, courier waybill and other service documents is inconsistent with the valid identity document presented, the identity card is inconsistent, or refuses to register its valid identity document information, it will not be accepted or sent. For users who have signed security agreements, the delivery enterprise strengthens the sampling and review of identity information. Strictly implement the system of receiving and sending inspection and make inspection marks, and will not accept or send items that are prohibited from being sent, items that cannot be confirmed for safety, items that the sender refuses to inspect, and items that are inconsistent with the registration information. Strictly implement the machine security inspection system, from January 25, 2022 to March 13, 2022, all local delivery enterprises will strengthen the safety inspection and disinfection of mail express mail sent to Beijing and Zhangjiakou, and report suspicious mail express mail to postal management, public security, national security and epidemic prevention and control departments in accordance with regulations; Beijing and Zhangjiakou delivery enterprises will fully implement the "secondary security inspection" before delivery of mail express mail into Beijing and Zhangjiakou, and all mail expresses without security inspection and disinfection marks will be returned; postal enterprises will return to the winter Olympic venues. Mail express mail in the Winter Olympic Village must be fully disinfected before delivery, and the relevant security departments must be cooperated to carry out centralized security inspections. Mail express mail that has undergone safety inspection and disinfection treatment shall be stamped or pasted one by one with the receipt and delivery inspection stamps, machine security inspection and disinfection treatment marks, and the security inspection and disinfection signs shall indicate the units and provinces that implement security inspections and disinfection. From January 25, 2022 to March 13, 2022, it is strictly forbidden to receive and send low-altitude slow-speed small aircraft, cross-crossing aircraft, aviation models with over-the-horizon flight capabilities, light and small unmanned aerial vehicles, and related head-mounted displays, image transmission modules, flight control modules and other key spare parts and accessories to Beijing and Zhangjiakou.

The circular emphasizes that the public should abide by the regulations on the safety management of items sent during the Winter Olympics. Citizens, legal persons and other organizations shall abide by the provisions on the safety management of mailed goods, and when delivering mail express mail, they shall present their valid identity documents, truthfully fill in service documents such as mail details sheets and express delivery bills, and cooperate with the sending enterprises to do a good job of receiving and sending inspections, and must not deliver prohibited items. Where the sender violates state regulations by using forged or altered identity documents or fraudulently using other people's identity documents to deliver mail express mail, which does not constitute a crime, the public security organs shall punish them in accordance with law; If a sending enterprise discovers that the sender has used the delivery channel to commit illegal or criminal acts, it shall immediately report to the local postal administration, public security, national security and other departments, and assist in the investigation and handling.

The circular requires that relevant departments should strengthen the safety supervision of delivery channels during the Winter Olympic Games. Postal administration, public security, and state security departments at all levels should work closely together to strictly investigate and deal with violations of the regulations on the safety management of delivery channels and the requirements of the circular in accordance with the law, and strictly prevent lawbreakers from using delivery channels to carry out illegal and criminal activities that endanger national security and public safety. If the sending enterprise fails to strictly implement the security inspection system for mail express mail, fails to strictly comply with the regulations on the management of items prohibited from being sent and delivered, and fails to strictly carry out the identification of the sender and the inspection and registration of the items to be delivered, the postal administration department shall strictly investigate and deal with it in accordance with relevant laws and regulations. Where the sender violates the provisions on the safety management of the items to be delivered, the relevant departments shall pursue legal responsibility in accordance with law. Delivery enterprises should actively cooperate with the safety supervision work of postal management, public security, national security and other departments, and provide convenient conditions for relevant departments to carry out supervision and inspection.
