On the basis of ensuring the stability of the industrial chain supply chain, how should Shanghai improve the modernization level of the industrial chain supply chain?

During the two sessions in Shanghai in 2022, Yan Wei, deputy to the Shanghai Municipal People's Congress and vice president of Shanghai Maritime University, suggested that Yangshan Special Comprehensive Free Trade Zone should rely on the policy advantages with the highest degree of domestic openness to accelerate the agglomeration of factors, layout optimization, and policy breakthroughs, build an international transit and consolidation hub with global competitiveness, and achieve a high starting point to serve the domestic and international double cycle, and the high energy level to support the stability of the industrial chain supply chain.

First, accelerate the agglomeration and integration of strategic elements and innovate the service model of transit consolidation. The first is to create an international transit collective ecosystem. Docking the Regional Comprehensive Economic Partnership Agreement (RCEP), the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP), the Digital Economy Partnership Agreement (DEPA) and other international trade agreements, based on international distribution, improve the port supervision, finance, taxation and trade systems, build functional platforms such as consolidation, spin-off, international procurement, international distribution, port services, and multimodal transport, and optimize the logistics network that attracts international transit collection and consolidation. The second is to cultivate procurement and distribution business for global logistics networks. Combined with the 100-billion-level industrial clusters such as intelligent vehicles, high-end equipment, integrated circuits, biomedicine, and civil aviation that are focused on the development of Lingang New Area, an international distribution and distribution center will be set up to realize the collection and allocation of global goods in Lingang New Area, and attract international procurement enterprises, trade-oriented headquarters, port and shipping service enterprises, cross-border e-commerce enterprises and other market entities to settle in. The third is the regulatory system for the development of innovative services in international transit. Optimize the route layout of Yangshan Port and Waigaoqiao, improve the international LCL, re-LCL and international transit supporting service systems, and simplify the supervision procedures for transit goods. Allow customs clearance goods at ports to enter the consolidation center, and compete with the bonded goods of Yangshan Special Comprehensive Bonded Zone to adapt to the integrated development of general trade, processing trade and entrepot trade.

Second, accelerate the optimization of infrastructure layout and improve the energy level of transit consolidation services. The first is to optimize the layout of routes. Further improve the route coverage of the Yangshan Special Comprehensive Insurance Zone for non-basic ports and remote ports of the united States and Europe's advantageous international routes, appropriately lay out the routes of the main collection ports in Japan and South Korea, and provide more abundant route options. Accelerate the development and construction of the north side of Xiaoyangshan, improve the supporting port facilities for direct access to the river and sea and the intermodal transport between the river and the sea, and open the Yangshan-Nangang shuttle bus to achieve the linkage development of the island and the land area. The second is to improve the energy level of sea-rail intermodal transport. Give full play to the function of the central station of Luchao port station, regard some of the loading and unloading lines and yards of luchao port central station as an extension of Yangshan port area, and the arrival of railway containers at the station is regarded as entering the port, so as to realize the integration of port operation and management and improve operational efficiency. Accelerate the entry of railways into Yangshan Port, study the connection between Shanghai South Port and Shanghai-Shanghai-Shanghai-Hangzhou railway lines, and promote the construction of a multimodal transport system in The Lingang area. The third is to adopt a classified site selection strategy. For the port's cargo export consolidation, import distribution for the Yangtze River Delta market, and export and import consolidation mainly based on highway collection and transportation, the site is located in the land area of the special comprehensive insurance area. For the transit collection of goods mainly from overseas and coastal rivers, a collection center will be set up on the island.

Third, accelerate the innovation and breakthrough of policies and systems, and increase the support of transit and consolidation. The first is to promote the introduction of investment policies that meet the needs of transit consolidation. Relax the restrictions on the transit consolidation and distribution business of foreign-funded companies and the international off-site LCL business, and improve the transit trade, transit trade and international logistics service functions of special comprehensive bonded zones. The second is to build a financial and foreign exchange policy system that is compatible with the development of international transit consolidation business. In view of the debt repayment, capital turnover, and expansion of financing needs faced by enterprises related to the transfer pool, we provide supply chain financial support to reduce the liquidity pressure of enterprises. Enhance the freedom of trade settlement, strive for international trade pricing power, further allow the opening of special types of offshore accounts in designated domestic financial institutions, and accelerate the development of entrepot trade and offshore trade brought about by transit consolidation. The third is to promote breakthroughs in tax policies with international competitiveness. On the basis of the existing ports of departure of the pilot port, the pilot port of departure will continue to be expanded, and the goods can be shipped and shipped at the port of departure to apply for export tax rebates for the applicant. The transit consolidation enterprises will be included in the tax preferential catalogue, the enterprise income tax rate shall not be higher than 15%, and the imported equipment and other goods required by the production enterprises and productive service enterprises in the collective pooling center shall be exempted from taxation.
