On January 20, the Ministry of Emergency Management notified the cause of the major collapse accident of the "7.12" major collapse of the Four Seasons Open Source Hotel in Suzhou, Jiangsu Province.
The Ministry of Emergency Management reported that at 15:31 on July 12, 2021, a collapse accident occurred in the auxiliary room of the Four Seasons Open Source Hotel in Wujiang District, Suzhou City, Jiangsu Province, resulting in 17 deaths and 5 injuries, and direct economic losses of about 26.15 million yuan.
The cause of the accident was that the construction personnel blindly demolished all the load-bearing horizontal walls and most of the inner longitudinal walls of the bottom six bays without any reinforcement and safety measures, resulting in the interruption of the transmission path of the superstructure, and the two-story face circle beam was not enough to withstand the loads transmitted from the upper two- and third-floor walls and the second-floor surface, resulting in the continuous collapse of the auxiliary room from bottom to top.
The main lessons of the accident include four points.
1. The owner of the house fails to perform the obligations of the person responsible for the safety of the use of the house, and contracts the design and construction business of the decoration and decoration project on the first floor of the accident building to a construction company without corresponding qualifications; the construction drawing design documents are not sent for review; and the construction starts without authorization without handling the construction permit, changing the main body and load-bearing structure of the building of the business premises.
Second, the construction unit contracted the accident building decoration and renovation project without obtaining the corresponding qualifications in accordance with the law, and subcontracted the demolition business to individuals who did not have the corresponding qualifications; did not prepare a special construction plan for the safety of the wall demolition project, and did not have the corresponding review procedures; and did not submit the safety of the construction workers in writing and signed and confirmed.
Third, the designer has not obtained the qualification of the designer, and in the case of not truly understanding the structural form of the auxiliary room, he provides the wrong wall demolition drawings and incorrectly guides the demolition of the load-bearing wall.
Fourth, there are loopholes in the supervision and management of the supervision and management of existing building reconstruction and decoration projects without approval, illegal contract issuance, etc.
