Zhu Hengyi said that in 2021, the construction of a rule of law government in Zhejiang Province has achieved remarkable results. The data shows that more than 60% of the province's high-frequency law enforcement matters have been included in comprehensive administrative law enforcement, and the handheld law enforcement rate is as high as 92.7%.

In terms of "county-township integration, grasping the block system", Jiangshan focuses on the mechanism of "152" and "141", and builds a multi-span collaborative matter management service mechanism for county-rural integration by making the county-level social governance center, the township "four-platform" wisdom governance center, and the village community grid "Zhejiang Zhixing Village" three-level work interface, and realizes the integration of 19 grass-roots governance "one thing".
