Common prosperity is the essential requirement of socialism. Achieving common prosperity is not only an economic issue, but also a major political issue that has a bearing on the party's ruling foundation. During his inspection of Shandong last year, General Secretary Xi Jinping explicitly demanded that Shandong "continuously improve the people's living standards, promote common prosperity, and open up a new situation in the construction of a strong socialist province in the new era." It is in this context that the Zibo Municipal Party Committee and the Municipal Government decided to closely focus on the fields of education, medical health, old-age services, employment and income, civilization and livability that the masses are concerned about, and took the lead in formulating and issuing the "Action Plan" in the province, focusing on improving the quality of people's livelihood, accelerating the construction of a high-quality public service supply system, fully promoting the transformation of basic people's livelihood to high-quality people's livelihood, and building a pioneer city for common prosperity throughout the region.

In the process of drafting the document, we closely answered the issues of the era of common prosperity, combined with the actual conditions of Zibo, focused on consolidating the foundation, promoting the advantages, making up for the shortcomings, and the strong and weak items, adhering to the principle of "making up for the shortcomings in one year, promoting the promotion in two years, and seeking breakthroughs in three years", and promoting the transformation of Zibo's living resources from "tight balance" to "excellent supply" and from "guaranteeing the basics" to "high quality".

The "Action Plan" proposes to implement a three-year offensive action to improve the quality of education, medical health, old-age services, employment and income, and civilized and livable, and systematically sorts out and refines the goals and tasks, and clarifies 34 items and 113 specific work items.

It mainly includes improving the supply mechanism of high-quality education resources, implementing the "incubation" project of high-quality education projects, creating a new highland for the integration of industry and education, deepening the reform of education team management, building a new system of "ten wisdom education of education brains", improving the coordination mechanism of student safety and physical and mental health care, and improving the modern education governance system. It mainly includes 27 specific contents in 6 aspects, such as improving the public health service guarantee system, weaving a dense grass-roots medical and health service network, making every effort to build a regional medical and health highland, improving the standardized and inclusive and efficient government medical service system, building an efficient medical service model that integrates online and offline, and establishing and improving the whole life cycle health service system. In view of the inconvenience of medical treatment for the grass-roots masses, especially in remote rural areas, it is proposed to implement a three-year action to improve the capacity of grass-roots medical and health services, step up efforts to promote the construction of a close-knit medical community at the county level, vigorously promote the "mobile hospital, walking doctor" model, promote the extension of chronic disease medication and reimbursement services to the countryside, and send medical staff from the town health center to the village clinic on a regular basis to create a "15-minute health service circle". Focusing on effectively solving the problem of insufficient supply of the old-age service system, it is proposed to establish the concept of "old-age service follows the elderly", improve the release and regular update system of the list of basic old-age public services, establish and improve the management measures for the construction and use of community old-age service facilities, the specification of home-based old-age service, the construction of the old-age service talent team, and other systems and systems to provide long-term institutional guarantees for old-age services. Focusing on the issue of improving the standardized services of old-age institutions, it is proposed to support medical institutions to run old-age care, implement the "1+1" integrated development model of hospitals and nursing homes, and encourage the integrated development of town (street) health centers and nursing homes. At the same time, in order to further consolidate the protection of the elderly in special poverty, it is proposed to implement the transformation and upgrading project of the centralized support institutions for the special hardship personnel, and by 2022, all 38 in Zibo City will reach the standard of two stars or more, and the centralized support rate of the elderly with special hardship who are willing to stay will reach 100%.
