This passage is from the speech of General Secretary Xi Jinping on December 18, 2018 at the conference celebrating the 40th anniversary of reform and opening up.

Reform and opening up is a great awakening of the Communist Party of China. Over the past 40 years of reform and opening up, the party has led hundreds of millions of people to seek and forge ahead, and has promoted a great leap in the cause of socialism with Chinese characteristics. Reform and opening up has not only changed people's material world, but also enriched people's spiritual world, forged the spirit of great reform and opening up, and provided a strong spiritual driving force for China's development and the progress of human civilization.

Over the past 40 -odd years, the CPC has united and led the people of the whole country to emancipate their minds and forge ahead, demonstrating to the world the majestic power of the mainland's reform and opening up and the bright prospects of socialism with Chinese characteristics. The tremendous achievements brought by reform and opening up to the mainland's economic and social development have shown us and the world that opening up has brought progress, and closure is bound to lag behind.

In judging the effectiveness of reform, in the final analysis, we should take whether it is conducive to the development of socialist productive forces, whether it is conducive to enhancing the comprehensive national strength of socialist countries, and whether it is conducive to improving people's living standards. Opening up is also reform, and only by persisting in opening up to the outside world and enabling the domestic economy and the international economy to achieve the necessary complementarity and complementarity can we catch up with the times and catch up with the scientific, technological, and economic development of the contemporary world.
