The per capita disposable income of urban residents increased by 8.5% year-on-year; the total import and export volume accounted for 58% of Dalian.

Build a solid economic foundation and improve the quality of development

Jinpu New Area continues to increase the optimization of industrial structure, focus on project construction, and make "deep" efforts to optimize the business environment.

The first is to accelerate the construction of the "433+1" modern industrial system led by intelligent manufacturing, and make major breakthroughs in the work of supplementing chains, extending chains, strong chains and solid chains, and Dalian Economic Development Zone has been rated as a national-level "double creation" demonstration base and a national green industrial park. Plan the industrial development space of "Four Bays and Fourteen Parks", focus on the development and construction of Xiaoyao Bay, Puwan Bay, Jinshi Bay and North Bay, and "chain" layout of 14 characteristic parks such as Jinzhou Industrial New Park, Hydrogen Energy Industrial Park, and Intelligent Manufacturing Equipment Industrial Park, so as to expand new space and add new kinetic energy for future development. Boao Precision New Energy Vehicle Parts, Xinji Intelligent Equipment Industrial Park, China's first Cardiovascular and Cerebrovascular Diseases Research Institute, Linde Hydrogen Refueling Station Equipment and other projects have been settled; Jinke Dalian Health Science and Technology New City, Kexing New Crown Vaccine Dispensing, Liebherr Wind Power Parts, Wanzhong Yuncang Phase II, Xiaoyao Bay and Jinzhou Wanda Plaza and other projects have started construction; the first "five-in-one" integrated energy service station in Northeast China has been put into operation, and the construction of new energy vehicle charging network has started with special calls; Huawei Artificial Intelligence Computing Center, Digital chain projects such as the 10-billion-level digital energy industry base, Dalian Shugu, and digital economy innovation center were fully launched; the country's first B2B platform digital RMB settlement and Elephant Huiyun supporting bill business were born in the new district; large-scale tourism commercial complex projects such as Shengtang Style Street and Luneng Meihui opened doors; Dalian Ant Island Sea Area National Marine Ranch Demonstration Zone completed acceptance; and Jinpu Production and Control Group became the only "city (district)- AAA-level entity credit city investment platform company in Northeast China.

Second, with the help of the "project wave year", "project service year" and "business environment improvement year", 395 projects in multiple industrial fields such as digital economy, integrated circuits, new energy, cultural tourism, and high-end equipment manufacturing have been newly planned, with a total investment of 587.6 billion yuan, achieving the best total number of projects in the past year, the strongest development support in recent years, and the current optimal quality structure. In the first three quarters, 418 projects were opened and resumed in the new area, with a total investment of 222.7 billion yuan.

Third, the Dalian International Industry Expo, the Symposium on the Digital Transformation of the Military Industry Empowered by Xinchuang Technology, the Forum on Dual-Use New Materials, the Automotive Industry Supply and Demand Docking Conference, and the 2021 China Automotive and Parts Manufacturing Base Summit were successfully held. In the first three quarters, a total of 172 projects were signed in the new area, with a total investment of 104 billion yuan; 550 projects were focused on discussion, with a total investment of 468 billion yuan.

Optimize the business environment to release the vitality of development

The new district continues to deepen the reform of "decentralization and management services", continues to optimize government services, promotes credit construction, and promotes "one-window acceptance" to create a closed loop of business.

Improve the satisfaction of "service", carry out the enterprise investment commitment system, tolerate shortage acceptance services, and do not meet for approval, and the online declaration rate has increased from 11.06% to 58.54% per month, achieving 374 items of "coming and doing", 65 items of "second batch and second office", and 588 items of "full online office".

The second is to expand the field of credit application, more than 20 units participated in the exploration of credit application scenarios, more than 10 "Xinyi +" application scenarios were built, and the total number of "double publicity" information collected in the new district ranked first in Dalian.

The third is to integrate 689 items that can be included in the "one window" of 19 departments, and sort out and refine them into 800 small items, creating a business closed loop of "unified receipt, transfer according to responsibility, unified supervision, unified delivery, and evaluation feedback". In the first three quarters, 20,753 new market entities were added across the territory, an increase of 18% year-on-year; 10,016 new enterprises of various types were added, an increase of 6.86% year-on-year; and 8,218 new individual industrial and commercial households were added, an increase of 30.65% year-on-year.

Deepening opening up and cooperation to enhance the stamina of development

Jinpu New Area strives to improve the level of opening up and cooperation, accelerate the construction of the pilot free trade zone, and promote the opening up to the outside world to improve quality and efficiency.

First, the customs clearance environment at the port of northeast Asia International Shipping Center has been comprehensively optimized, so that ship customs clearance "only runs once" and border inspection administrative permits "do not run once"; the first new channel of land-sea intermodal transport of commodity vehicles from East Asia to Central Asia in China is normalized; the first China-Europe train line directly to Moscow is opened for operation; the Bay Comprehensive Bonded Zone and the Dayao Bay Comprehensive Bonded Zone have successfully passed the acceptance, and the new area has ushered in the era of "double comprehensive guarantee". Dalian Free Trade Zone was approved as the province's first "designated supervision site for imported fruits" national port qualification, launched 66 national pioneering institutional innovation achievements, "enterprise registration extremely simplified approval" and "new model of enterprise credit restoration" and other 8 institutional innovations were published on the official website of the State Council.

Second, the new area was approved as a national import trade promotion and innovation demonstration zone; signed a strategic cooperation agreement with the Brest Special Economic Zone of Belarus and the China International Investment Promotion Center (Germany); established a long-term cooperation mechanism with the Sino-US Chamber of Commerce, the German Chamber of Commerce, the Japan External Trade Agency, orix Group and other chambers of commerce; successfully held the China Dalian Japan Kyushu Cooperation and Exchange Conference and the China-Japan (Dalian) Local Development Cooperation Demonstration Zone Online Promotion Meeting; and accelerated the construction of the China-Japan Eco-City. The main body of nidec's second-phase plant is expected to be completed and used before the end of the year, and projects such as infrastructure supporting the new Nippon Industrial Group are being promoted in an orderly manner. From January to September, the total import and export volume of the whole region is expected to reach 181.813 billion yuan.

The third is to continue to promote docking and cooperation with Pudong New Area in the fields of linkage development in the construction of pilot free trade zones and self-created zones; the accumulation board implements regional cooperation such as Liaoji and Liaohei Liaosu, and signs cooperation agreements with Shenyang Liaozhong District and Hunnan District.

Adhere to innovation to lead the development momentum

The new district has always adhered to innovation-driven development, accelerated the introduction of high-level talents, and strived to create a new engine for high-quality development.

First, 16 new "little giant" enterprises at the national level have increased, reaching 25; 31 gazelle enterprises have been approved, becoming the first district of northeast gazelle; 264 science and technology-based small and medium-sized enterprises have been evaluated, accounting for about 22% of the city; 316 high-tech enterprises have been declared; and 7 enterprises have been approved as the first batch of Liaoning Provincial Industry-University-Research Alliance alliance owners. In the first three quarters, the new district completed a technical contract turnover of 7.6 billion yuan, an increase of 28% year-on-year.

Second, the Dalian fintech service platform was officially launched, and more than 20 banks such as the People's Bank of China were united to connect with credit loan services. Build the first "first loan center" in Northeast China to provide better credit support for enterprises and help enterprises reduce financing costs and improve financing efficiency. The first underwater robot evaluation base, the National Supercomputing Center, the 5G Innovation Incubation Center, and the construction of the city brain in China have been promoted in an orderly manner.

The third is to build a "one think tank, two platforms, three services" work system, build expert think tanks, recommend high-end talents, and improve the flow mechanism of overseas professional talents; deeply implement the incentive policy for the introduction of gazelle unicorn leaders and high-level talents, rely on the "Xingliao Talent Plan" to organize flexible talent introduction and technical cooperation; increase the implementation of the "Golden Ten Articles" talent policy, and identify 163 newly introduced high-level talents, 177 shortage talents, 16 local high-level talents, and 6 municipal "city special stickers" experts.

Committed to improving people's livelihood and enhancing the taste of development

Jinpu New Area adheres to the "people-oriented", continues to complete infrastructure construction, continuously improves people's livelihood and well-being, and vigorously develops education and cultural undertakings.

First, the southern urban renewal project with a total investment of 30.95 billion yuan is progressing smoothly; the southern section of Bohai Avenue and the reconstruction of Binhai Road have been completed and opened to traffic; 1,800 new 5G smart light poles have been built; the first "3+1+1 unmanned driving scene" in northeast China has been created, and the country's first driverless taxi business in the main urban area under the condition of complex traffic flow and crowd flow has been opened for operation. Completed the construction of 3 municipal beautiful demonstration village projects, hardened roads of 138,900 square meters, promoted the construction of 11 small farmland water conservancy projects, and completed the construction of 11 rural drinking water maintenance and transformation projects.

The second is to invest 3.43 billion yuan to implement 50 practical projects to benefit the people; 21,000 new jobs were created in cities and towns, and the registered unemployment rate in cities and towns was controlled at 3%; a total of 74.345 million yuan of subsidies for job stabilization, 170 million yuan of subsidies for vocational skills improvement, 1.59 billion yuan of social security funds were reduced; and 52.596 million yuan of various social assistance was issued.

Third, 6 new (expanded and continued) school buildings were put into use, solving 13,860 degrees, and the PPP project of Xiaoyao Bay Gold Medal Education Park was progressing smoothly; an organizational leadership system of "district, street, and community (village) three-level secretaries grasping civilized practice" was established to build a new era civilization practice center in Jinpu New District.
