Fujian has always insisted on improving the party's system and mechanism for managing talent, and transformed the party's political and organizational advantages into advantages in talent development. By the end of 2020, there were 2.82 million professional and technical personnel and 6.51 million licensed technical personnel in the province, including 280,000 senior professional and technical personnel and 1.13 million high-skilled talents; the number of supported by the provincial key talent introduction program exceeded 1,000.

Promote the in-depth integration of "talent production, education and research", vigorously cultivate industrial leading teams, select and support about 20 industrial leading teams every year within 5 years, and have selected two batches of 43 high-tech, high-growth, and strong-leading teams, involving 7 types of emerging industries such as new generation information technology and marine high-tech, and promote the close integration of talent chain with industrial chain and innovation chain.
Vigorously promote the introduction of high-level entrepreneurial and innovative talents in Fujian Province. Since 2010, it has supported the introduction of more than 800 high-level talents in leading and emerging industries. Support enterprises to introduce more than 10,000 outstanding engineering graduates from well-known universities to Fujian to engage in research and development work.
Establish a multidisciplinary industry-university-research joint innovation team in the form of "unveiling the commander-in-chief, school-enterprise alliance, and cross-school formation", promote the direct transformation and diffusion of high-level collaborative innovation achievements of colleges and universities to enterprises, and accelerate the formation of real productivity. From 2021, our province will launch a five-year action plan for the construction of high-level talents in health and health, and make overall arrangements for 150 million yuan of funds every year, strengthen the cultivation of young and middle-aged talents and the introduction of high-level teams in the field of medical and health care, and continue to increase efforts to promote the construction of health and health talents.

In view of the difficult issues such as talent identification and support, Fujian has built a policy system of "one horizontal and one vertical" with the characteristics of the province.

The "Fujian Provincial High-level Talents Identification and Support Measures (Trial)" was promulgated and implemented to unify the identification and overall support of talents. Up to now, a total of 6717 high-level talents at the provincial level have been identified. Fujian is the birthplace of the science and technology commissioner system.
