Recently, the Beijing Civil Affairs Bureau, together with the Municipal Finance Bureau and the Three Departments of the Youth League Municipal Committee, jointly issued the "Implementation Plan of the Beijing Pension Service Time Bank (Trial)" (hereinafter referred to as the "Implementation Plan"), which will be implemented from June 1, 2022. The plan proposes that after training, permanent residents of the city who have reached the age of 18 and are physically and mentally healthy can become volunteers and set up personal accounts in the "Time Bank", and each hour of service can receive 1 time coin and deposit into the account. The "time coin" can be used to exchange for related pension services, and 10,000 can also be saved to live in public pension institutions.

The city's permanent residents can participate

Who can participate in the Service? Li Hongbing, deputy director of the Civil Affairs Bureau and spokesman of the press, said that after training, permanent residents of the city who are over 18 years old, enthusiastic about public welfare undertakings, and physically and mentally healthy, or who are under the age of 18 in the city who participate in the volunteer service for the elderly under the leadership of their guardians, can become volunteers and establish corresponding personal accounts in the "time bank", and each hour of service can get 1 time coin and deposit it into the account, and the time coin is deposited and exchanged throughout the city.

How are time coins used? Li Hongbing said that volunteers can exchange services of the same length for their own use after the age of 60; they can also give them to their parents, grandparents and other immediate relatives to enjoy services; they can also donate to the platform, led by the Civil Affairs Bureau, through the platform to the elderly in need to allocate time coins twice.

There are five steps for the elderly to access services

In the near future, the Civil Affairs Bureau will release the platform WeChat Mini Program or APP to facilitate the masses to complete various operations such as login, authentication, release information, and record time.

How can seniors get corresponding services for the elderly through the "Time Bank" account? Li Hongbing said that a total of 5 steps, the first step, as the demand side, the elderly need to log on to the platform for identity authentication, improve personal information, as long as there is a time coin in the account, after review, you can release the demand for old-age services; the second step, the demand side on the platform to publish personal needs, clear service content, time, number of services required, etc., the platform for review and confirmation; the third step, after the needs of the elderly are received, volunteers in the agreed time and place for the elderly to serve, At the beginning and end of the service, volunteers need to sign in and sign out, and record the length of service; the fourth step, after the service is completed, the elderly confirm the service on the information platform, and settle the time coin after confirmation; the fifth step is for the elderly to evaluate the volunteer service.

As a volunteer who provides services, after registering and certifying on the information management platform, you can choose to make an appointment nearby, carry out relevant services, and obtain time coins. The service content of the Pension Service Time Bank includes eight categories of services, such as emotional comfort, assistance services, travel accompaniment, cultural and sports activities, health science popularization, legal aid, training lectures, guidance and prevention of financial and network risks. Each district will optimize the service content of the time bank according to the actual situation of the elderly in the district and the professional characteristics and distribution of volunteers, and launch service projects that meet the needs of personalized services and are grounded.

Service 1 hour to exchange 1 time coin

How can I exchange the specific duration into a time coin? Li Hongbing said that the so-called "time bank" refers to the recording and saving of volunteers' service hours in the form of time coins, volunteers can get 1 time coin for 1 hour of service, the smallest storage unit is 0.5 time coins, a single service time of less than 15 minutes can not get time coins, 1 time 15 minutes but less than 45 minutes can get 0.5 time coins, full 45 minutes but not reached 1 hour and 15 minutes, get 1 time coin, and so on. Actual length of service will be counted towards the total length of service of individual volunteers.

Li Hongbing gave an example: the elderly Wang Mou released the demand on the platform, recruited volunteers to accompany the physical examination, the estimated duration is 1 hour, the volunteer Xiao Zhang took the order, and accompanied the elderly in the agreed time and place for physical examination, but the actual service time is 1 hour and 20 minutes, the information management platform will settle 1.5 time coins for Xiao Zhang according to the actual service time, and transfer 1.5 time coins from the old man's account surnamed Wang to Xiao Zhang's time account, and at the same time count 1 hour and 20 minutes into Xiao Zhang's total service time.

Priority is given to special elderly people with time coins

For the basic old-age service objects such as economic difficulties, severe disability, dementia, special families with family planning, severely disabled elderly people, and other special elderly people in need of social help, the "Implementation Plan" makes it clear that the civil affairs of each district will give priority to giving a certain number of free time coins to the above-mentioned special elderly groups in combination with the actual situation of each district, which will be used to publish the needs of old-age services, exchange various services provided by volunteers, and effectively solve the outstanding old-age needs of special elderly groups. At the same time, volunteers are encouraged to donate time coins to special elderly groups in need with the help of public welfare accounts to achieve "secondary public welfare".

How can healthy seniors over the age of 60 fill their Time Coin accounts? Li Hongbing said: "This can be used to use the 'time bank' system to participate in volunteer services for the elderly, and use their own services to accumulate time coins, which can be used to exchange for corresponding services in the future." At the same time, we also hope that all people over the age of 18 who are enthusiastic about public welfare undertakings will participate in it, and the elderly can also invite their children and grandchildren to participate in volunteer services and donate time coins to the elders of the family. ”

It is worth mentioning that after volunteers have obtained and stored 10,000 time coins through participating in the time bank pension volunteer service, they can stay in public pension institutions in the jurisdiction according to the treatment of urban and rural special hardship personnel after they are old and weak or incapacitated. 10,000 time coins means 10,000 hours of service. Li Hongbing introduced that government departments will also explore the establishment of incentives with clear echelons, such as points exchange awards, selection of outstanding volunteer service projects, selection of outstanding volunteer service organizations, and star volunteers.

Fraudsters will be included in the list of untrustworthy persons

In terms of supervision, the time bank information management platform will adopt Internet +, big data, artificial intelligence and other means to accurately dock supply and demand information and adopt "intelligent" supervision of services. For example, if the same volunteer participates in multiple old-age volunteer services in the same time period, it will be restricted and later dealt with according to the return visit investigation; for example, for abnormal situations such as high-frequency two-way service, late-night service, and frequent gift of time coins, early warning prompts will be carried out, and relevant subjects and accounts will be tracked.

Li Hongbing stressed that for fraudulent acts, once verified, certain measures will be taken, including the cancellation of the qualification for the identification and recording of information on volunteer service for the elderly, and inclusion in the list of untrustworthiness of the city's old-age service institutions. In addition, for the operator of the information management platform and its staff that undertakes the operation of the city's pension service time bank, it is required to keep the personal information collected and used in the process of providing the service strictly confidential, and must not leak, tamper with or destroy it, and must not sell it to others or illegally provide it.
